Fotherby Parish Council

 

Minutes of a meeting of a remote meeting of Fotherby Parish Council held on Monday 3 August 2020.

 

Present: Cllr T Giles, (Chairman), Cllr T French (Vice Chairman) Cllr T Hunter, Cllr L Sutton, Cllr T Wait. (Cllr French, the Vice Chair, chaired the meeting to enable Cllr Giles to host the remote meeting enabling virtual admittance to the meeting).

 

In attendance: Mrs V Davies (clerk), ELDC Cllr E Mossop

Two parishioners were present.

 

 

75/2020 Apologies for absence.

76/2020. Declarations of interest.

77/2020 To approve the Minutes of 6.7.20

 

Cllr Giles proposed, Cllr Sutton seconded, and the Parish Council unanimously approved the minutes. Cllr Giles would sign the minutes.

 

78/2020 Clerks Update

The clerk reported that government advice was to continue to hold meetings remotely.

 

The clerk reported on the implications of the new website which was required to meet accessibility rules. The Chairman had looked at the instructions and software and advised it would be difficult for a clerk to produce the new website without prior knowledge of web development. This would have incurred additional expenditure to the Parish Council to develop the website. However the Chairman was developing the site. The clerk had some knowledge on how to maintain the site once it was live due to LCC training and support from the Chairman. The clerk expressed extreme thanks to the Chairman for his support in this task and without this support expenditure would have been required to develop the website.

 

John Presgrave had withdrawn his interest in being co-opted onto the Parish Council. He will continue the Countryside Access Volunteer work for the rights of way around Fotherby.

 

Cllr French had looked at the issue of grass cuttings reported at the last meeting. The grass cuttings from the mowed grass were used as mulch for the hedge. Some of grass had fallen into the watercourse which Cllr French had rectified. There was no fly tipping of grass cuttings

80/2020 - To discuss Planning applications.

There were no planning applications.

81/2020 Speeding in Fotherby

 

A resident had complained about speeding in Fotherby. Cllr Giles had investigated the issue with the road safety partnership. There was estimated expenditure of £400 to implement a hand held speed gun programme. In addition a commitment would be required from at least 12 residents to man the unit and it would need to run for an extended period of time. Risk assessments would need to be in place and training would be required. Previously a speed gun had been used Fotherby but this had not continued. Discussion took place regarding the accidents which had taken place in Fotherby. There had only been one minor accident recorded since 2002. The Parish Council resolved not to take action at this time.

 

82/2020 Damaged Waste Bin

 

The bin at The Common Fotherby Top had been vandalized. Action: Clerk to contact ELDC to request a replacement concrete bin.

 

83/2020 Open Meeting

 

Cllr French opened the meeting for public participation.

 

A resident advised that the previous speed gun device had been loaned to the Parish. The programme had not continued as it had come to the end of the loan period.

 

A resident pointed out that some residents were unable to access remote meetings and urged the Parish Council to resume face to face meetings as soon as Government regulations allowed.

 

A resident asked why images were on the bottom of emails issued by the Chairman. This was a security measure implemented due to security issues identified with the Chairman’s email account.

 

Cllr Mossop reported that a strategic alliance had been agreed with Boston Borough Council.
