MINUTES OF A MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 6 JANUARY 2020 IN ST MARYS CHURCH.
Present: Cllr T Giles, (Chairman), Cllr T French (Vice Chairman) Cllr T Hunter, Cllr T Wait, Cllr L Sutton
In attendance: Cllr T Bridges (LCC), Mrs V Davies (clerk),
Three parishioners were present.
1/2020 APOLOGIES FOR ABSENCE.
Apologies were received from Cllr Mossop (ELCC).
2/2020 OPEN MEETING
The Chairman opened the meeting for public participation.
Cllr Bridges asked if there were any issues. The following issues were highlighted: -
There was an outstanding job for markings at the Bus Stop (355580)
The cutting of trees at Bemrose Oaks in Allenby Crescent was outstanding (4131642).
The issue of faded speed signs (358249) had been raised. Highways had advised that they were not responsible for the signs as they had been purchased by the Parish Council. This was contrary to the response received when the Parish Council had asked to erect wildfowl signs. In this instance highways had not wanted the Parish Council to purchase the signs as Highways would become responsible for the upkeep of the signs. The clerk was requested to write to a more senior Executive of highways at Manby, Louth. Action: Clerk.
Cllr Giles had met with a Mr Crockford from highways to look at the road at Chalk Pit Lane.
Flooding in the village had been raised (Peppin Lane). However, in Allenby Crescent sewerage had been coming up the drains.
Cllrs asked if there were county flooding experts who could provide advice. Action: Cllr Giles to contact the Drainage Board at Manby to ask for a representative to assist the Parish Council by meeting with councillors to assess the situation.
In response to a question raised by a parishioner, it was uncertain whether any contractors who worked for the parish council had to provide a risk assessment. Clerk to investigate.
There being no further business, the Chairman closed the meeting for public participation.
3/2020. DECLARATIONS OF INTEREST.
Cllr French declared an interest as the signs related to Louth Road. This was noted.
4/2020 To approve the Minutes of 2.12.19
Cllr Sutton proposed, Cllr Hunter seconded, and the Parish Council unanimously approved the minutes. Cllr Giles signed the minutes.
5/2020 ALLENBY CRESCENT FLOODING/DITCHES IN FOTHERBY AND LOCAL ENVIRONMENTS.
Cllr Giles proposed that the Parish Council adopt the East Lindsey Flood plan. Cllr Giles had spoken to Mrs Chester about making the church a place of refuge and it was agreed that the church will be used and offered as such. It was noted however that the Flood plans showed the church under danger of flooding in certain circumstances. Cllr Giles would put an entry in the keyhole to the effect that Parishioners should contact either of the Church wardens for access to the church in the event of an emergency.
6/2020 WINTER SERVICE PLAN
Cllr Hunter proposed, Cllr French seconded approval of the winter service plan. Action: Clerk to contact Mr Brader to ask for a copy of risk assessment and insurance.
7/2020 PROPOSALS FOR BUDGET FOR 2020/21- AND 3-YEAR BUDGET PLAN
Cllr Hunter proposed, Cllr French seconded and councillors unanimously agreed that the precept be set at £7696. Action clerk to confirm the precept amount with East Lindsey District Council.
8/2020 RISK MANAGEMENT /RISK ASSESSMENT
Cllr Giles detailed the current risk assessments.
Cllr Giles would arrange to meet the ELDC Arboriculturalist to seek advice regarding the risk assessnment for Fotherby Common.
Cllr Giles resend a copy of the proposed Risk Assessment. to Cllr. Sutton. This would be discussed the next meeting. Action Cllr. Sutton
9/2020 STANDING ORDERS
Cllr Giles had made amendments to the standing orders. This would be discussed at the next meeting. Action: Clerk.
10/2020 CLERKS UPDATE
The clerk would look at the recent planning applications and send details of any recent planning applications to councillors.
The clerk had opened an interest-bearing account (0.05% pa) with Lloyds and transferred an amount of £2,500. Cllr Giles the Chairman had started the process to access online banking in order that transfers could be made between the accounts.
11/2020 DONATION
A donation had been received for £300 to be used for the benefit of the common. Cllrs discussed accepting the cheque to be used for a particular area in the common. Cllr Sutton proposed, Cllr Giles seconded that the parish council accept the cheque and the amount be used in a specific area in the common.
12/2020 FINANCE:

Cllr Hunter, proposed, Cllr French seconded and councillors unanimously approved the cheques for payment. Cllr Giles scrutinized and initialed the invoices. The cheques were signed by Cllr Giles and Cllr French. Cllr Wait verified the bank statements.
Discussion took place regarding future payment LALC training invoice £85 plus VAT (£102.00). Cllrs agreed to the payment of this invoice at the next Parish Council meeting.
13/2020 REVIEW OF OUTSTANDING ITEMS
Bemrose Oaks. The clerk would contact highways.
Audit of 2018/2019 VAT return. The clerk had reviewed the accounts for 2018/2019 and found one invoice which had not been reclaimed. This would be claimed with the 2019/20 VAT claim. Cllr French agreed to review the accounts for 2017/2018. The clerk would email Cllr French with the details of the 2017/2018 accounts.
Clerk review. Cllr French proposed, Cllr Hunter seconded that the clerk move up one pay scale.
Replacement 30 MPH signs. This had been raised with highways. If the local authority did not respond the issue of replacement within 14 days the parish council would purchase signs up to a value of £100. Cllr French would look at the most cost-effective options.
Financial Regs website update. The clerk would upload the signed policy to the website.
Agreed budget, agreement to upload to website. Proposed Cllr French, seconded Cllr Wait and agreed by all councillors to publish the budget onto the website.
Bus stop markings. The clerk would contact highways.
Replies to emails
Ludborough steam railway. (Lincolnshire Wolds Railway). The origin of the original email asking for FPC's stance regarding the extension of the railway to Louth was in doubt so no further action planned.
Mini bus funding. This was now self-funded by the care home.
Safe storage of council documents. A 2-drawer filing cabinet had been obtained to safely store documents
Agree amount to place in reserves. £2,500 had already been placed into the interest-bearing account. It was proposed to retain the operational budget plus 25% in the Treasurers account. The remainder would be placed in the interest-bearing Business Banking account.
14/2020 REPORT FROM COUNTRYSIDE ACCESS VOLUNTEER
The clerk read out the report which had been received from the Countryside Access Volunteer. Rather than the report being contained within the minutes it would be displayed in a section of the noticeboard and published on the website.
The Parish council thanked Mr Presgrave for his report.
15/2020 CHALK PIT LANE
Cllr Hunter, Cllr Giles and Mr Pridgeon had met with Mr Russell Crockford from highways to view the situation on Chalk Pit Lane. He would look through the archives to find out the ownership.
16/2020 AOB.
Discussion took place as to whether the Parish Council wanted tree to accept wood chippings free of charge to reinstate the paths on the common. The parish council agreed to this.
17/2020 DATE OF NEXT MEETING
The next meeting would take place on Monday 3 February 2020.
