Minutes of a meeting of a remote meeting of Fotherby Parish Council held on Monday 6 July 2020.

 

Present: Cllr T Giles, (Chairman), Cllr T French (Vice Chairman) Cllr T Hunter, Cllr L Sutton

 

In attendance: Mrs V Davies (clerk),

Two parishioners were present.

 

 

68/2020 Apologies for absence.

 

Apologies were received and accepted from Cllr T Wait.

 

69/2020. Declarations of interest.

 

There were no declarations of interest.

 

70/2020 To approve the Minutes of 1.6.20

 

Cllr Hunter proposed, Cllr Sutton seconded, and the Parish Council unanimously approved the minutes. Cllr Giles would sign the minutes.

 

71/2020 Clerks Update

 

There had been a complaint from a resident regarding fly tipping of grass cuttings in the dyke. A note would be put in the next issue of the Key-hole asking residents to refrain from putting grass cuttings in the watercourse. Cllr French would monitor the situation.

 

The clerk had submitted the Certificate of Exemption to PKF Littlejohn the External Auditor. The Annual Governance documents were on the website.

A resident had reported a broken window in the Bus Shelter. The Chairman had removed the PVC panel. This would be replaced when safe to do so.

A resident had reported burn marks in the bus shelters. This had previously been noted by the Chairman in his annual inspection.

A resident noted that the bus shelter near Allenby Crescent would soon be overcome with Ivy. Cllr Hunter would address this issue. Action: Cllr Hunter.

A resident had reported that a den had been made at the Common with evidence of a fire. Cllrs noted that the den and fire remains had been in place for some time. No action would be required.

Correspondence had been received from Quickline in relation to a proposed wooden 15 metre utility pole which will be installed roadside to enable Ultrafast broadband via line of sight. The company had requested to attend a Parish Council meeting. The Chairman had contacted Quickline. They have not received planning permission yet. No action would be taken by the Parish Council at this stage.

The Chairman had been contacted by residents who wanted a branch overhanging the Dock removed. This would be removed when the moorhen chicks had left.

An invoice for new allotment rental had been issued.

Information had been received regarding tree funding opportunities via East Lindsey District Council. Due to timing of the closure of the funding opportunity Cllr Sutton had proposed two sites.

 

South side of Peppin Lane from the footpath opposite Mawers Farm down to the overhead wires crossing. I.e. opposite the allotments.

 

East side of Louth Road coming into the village from the tree north of Whyte lodge down to the trees opposite Short Lane.

This information had been sent to East Lindsey District Council purely to meet the funding deadline. The clerk had asked for further information regarding the type of trees, and information as to who was responsible for the planning and maintenance of the trees. East Lindsey were currently exploring all the opportunities to see which schemes would be the most appropriate. They were keen to look at providing fruit trees for community orchards but this also possibly broadleaved woodland and hedgerow species. The planting and maintenance of the trees would be responsibility of the Parish Council. Therefore, the parish council would need to consider the financial implications carefully before any decisions were made. Discussions would take place when further information was available.

73/2020 - To discuss Planning applications.

There were no planning applications.

74/2020 Open Meeting

 

The Chairman opened the meeting for public participation.

 

A resident had complained about speeding in the village. The Parish Council would reply. Action: Chairman/Clerk. It was also proposed to put an article in the keyhole regarding the speeding issue. Discussion took place regarding increasing the number of 30 mph repeaters or erecting further 30mph signs. It was resolved that the speed signs would be addressed as part of the Parish Council assets review. Discussion took place regarding using a hand-held speed indicator device to prevent speeding. This could possibly be explored in the future.

 

Discussion took place regarding the updating the website. A new website hosted by Lincolnshire County Council had to be in place by 1 September. Cllr French, Cllr Giles, and the clerk would liaise regarding the proposed content.

 

74/2020 - The next meeting would take place on Monday 3 August.
