MINUTES OF A MEETING OF A REMOTE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 1 JUNE 2020.
Present: Cllr T Giles, (Chairman), Cllr T French (Vice Chairman) Cllr T Hunter, Cllr T Wait, Cllr L Sutton

61/2020 To approve the Minutes of 4.5.20
Cllr Hunter proposed, Cllr Sutton seconded, and the Parish Council unanimously approved the minutes. Cllr Giles would sign the minutes.
62/2020 Clerks Update
The internal audit had been completed with no issues raised.
Two residents had complained about bonfires. This was not the responsibility of the Parish Council.
63/2020 Finance: To agree cheques for payment

Cllrs noted that A Cox (Dock Maintenance) was now being paid via D Tinkler. Cllr Hunter proposed, Cllr Waite seconded approval of the expenditure.

64/2020 Annual Return for the year ended 31 March 2020.
To Execute Annual Governance Statement
The Council as a whole considered the effectiveness of the system of internal control and prepared the Annual Governance Statement (Section 1 of the Annual Return). Cllrs approved the Annual Governance Statement. The Parish Council noted that it had started to look at risk assessments but had been unable to complete the assessments due to the coronavirus lockdown.
Resolution
The council approved the annual Governance Statement which would be signed by Cllr Giles and the clerk on behalf of the Council.
To Approve Statement of Accounts
Cllrs noted that the b/f figure on 1.4.2019 differed from the Carry Forward figure reported on the Annual Governance Return 2019. This was due to an error which had now been corrected. The council as a whole considered the accounting statements (Section 2 Accounting Statements 2019/20). Proposed Cllr French, seconded Cllr Waite and approved by all Cllrs the approval of the Statement of Accounts.
Resolution:
The Parish Council approved the Accounting Statement. Cllr Giles and the clerk would sign the Statement of Accounts.
To Execute Certificate of Exemption
The parish council certified itself as exempt from a limited assurance review under
Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 and completed a Certificate of Exemption. Cllr Sutton proposed, Cllr French seconded and this was unanimously approved by all Cllrs. The statement would be signed by the Chairman and clerk.
To Execute review of effectiveness of internal audit
Cllrs reviewed and accepted the report from the internal auditor. Cllr French proposed, Cllr Sutton seconded approval of the report..
To Execute the Notice of Public Rights
It was proposed that the dates that the public could exercise their rights to view the accounts would be Monday 31 August to Thursday 1 October. The Parish Council had selected these dates as it was hoped that the coronavirus threat would be lessened by the end of August.
To note the Variances 2019-20
Cllrs noted the variances. Cllr Giles proposed, Cllr French seconded and approved by all Cllrs.
To note the annual Bank Reconciliation
Cllr Giles proposed, Cllr French seconded approval of the annual Bank Reconciliation. Unanimously approved by all Cllrs.

65/2020 To discuss Planning applications.
There were no planning applications.
66/2020 - The next meeting would take place on Monday 6 July 2020.
67/2020 Open Meeting
The Chairman opened the meeting for public participation.
The Parish Council expressed thanks to the kind parishioners who cut the green, replaced the dock signs and did their best to follow the lock down rules.
Cllr Mossop reported that the village halls were able to claim a Covid 19 grant. Cllr Mossop would contact Mr Mansfield to discuss if the Old Sunday School room would be eligible. ELDC is completing zoom meetings. Discussions were taking place regarding the merging of Boston Borough and East Lindsey District council.
