MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 1 AUGUST 2022 AT ST. MARY’S CHURCH.
 
Present; Cllr S Mansfield, (Chair), Cllr Hunter, Cllr Wait, Cllr K Ensell, Cllr L Sutton.

Nine Parishioners present
The meeting began at 18:55 hours with an open forum
 
The small border at the roadside edge of the Dock would be attended to by a small group of volunteers when the ground is softer.
 
85/2022 ELECTION OF VICE CHAIRMAN
After a short discussion, proposed Cllr Mansfield, seconded Cllr Wait that Cllr Hunter be elected as vice chairman.
 
86/2022 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Chen.
 
87/22 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
 
There were no declarations of interest.
 
88/22 APPROVAL OF THE MINUTES OF 4 JULY 2022.
Cllr Hunter proposed, seconded Cllr Mansfield approval of the minutes of 4 July 2022. Cllr Mansfield signed the minutes. It was noted that the grant support was from ELDC not LCC
 
89/22 CLERKS UPDATE.
 
The clerk reported that the payment has been received for the grant of £800 awarded for the jubilee celebrations. The cheque for £800 payable to Fotherby Jubilee Committee would be signed at this meeting. Councillors again thanked ELDC for their generous support for the Jubilee events.
 
The new fly tipping signs had been purchased and installed at 3 locations where risks were greatest and that this would be monitored.
 
90/22 FINANCE

Cllrs noted the Monthly Reports. Cllr Wait had verified the bank reconciliation.
 
TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL PROPOSAL
Proposed Cllr Ensell, seconded Cllr Mansfield to purchase 2 concrete blocks to prevent access to the small, gated area on North Elkington Lane just west of the A16 where there had been persistent fly tipping. Cllr Sutton and Cllr Ensell would arrange to source suitable blocks. Cllr Mossop (ELDC) offered to fund the costs of the blocks given that these would mitigate further risk of fly tipping removal costs by ELDC. This offer was welcomed by Councillors.
 
91/22. PLANNING
N 052 02126 21. LAND REAR OF STYLES FOTHERBY
Cllr Mossop reported that once the amended plan had been received this would go out to consultation. It was anticipated that this application would be discussed at the October planning meeting Thursday 6 October. Cllr Sutton would ask Mr Giles (the previous chairman) if he wished to be the representative to speak at the planning committee on behalf of residents.
 
92/2022. FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT
Following discussion, it was agreed that Mr Giles (the previous chairman) would be approached to ask any further information was available as Mr Giles had attended a joint meeting at the site previously. Cllr Sutton had obtained some documentation, but it was incomplete. Action: Cllr Sutton to contact Mr Giles.
 
93/2022. UPDATE FROM FOTHERBY COMMON
There was no update. Mrs Chester noted that despite all the warning notices about hemlock at the common being removed by someone unknown, no further information had been forthcoming.
94/2022 LITTER STRATEGY
Cllr Mansfield noted that volunteers had done a marvellous job addressing the litter in Fotherby and that the village was now virtually litter free within the village and on the 3 approach roads into the village. Cllr Ensell noted that aside from himself and Mrs Ensell, he was aware that there were a few other volunteers who helped keep the verges clear both in Fotherby and Little Grimsby but that this needed to be encouraged and extended to make the activity more sustainable. Cllr Ensell presented a draft litter strategy for adoption by the Parish Council and recommended that it be adopted and published as a clear statement of leadership by the Parish Council. Cllr Mansfield proposed, seconded Cllr Hunter that the parish council adopt the litter strategy. Mrs Chester advised that she had a stock of litter pickers and hoops that could be used by volunteers. Cllr Ensell noted that it is likely that Fotherby is leading here in that he was unaware that other villages or ELDC had a litter strategy. Cllr Mossop (ELDC) asked if the strategy could be shared for adoption elsewhere.
95/2022. CONDITION OF ROAD FOTHERBY TOP
Cllr Mansfield noted that there was no progress on this matter despite significant efforts in the past and that a new approach was needed to try to resolve this. The parish council does not have the funds to complete this work and it is not a responsibility of the local rate payers. Discussion took place regarding a suggestion to approach the national lottery fund to obtain a grant to improve the access to the common as a valuable amenity for villagers and visitors.
It was agreed that a draft bid for funding be prepared. Cllr Ensell would prepare a draft bid for discussion. Cllr Sutton would prepare an estimate for the works to scale the likely costs and seek an outline quotation from a local contractor to repair the road to help support the funding bid. It was noted that the extent of the road needing repairs was around 200m from the end of the tarmacked roadway to just beyond the small car park.
96/2022. HIGHWAYS. CUTTING OF TREES. ALLENBY CRESCENT
The resident who required access down Allenby Crescent with farm machinery had been given permission from the owner to cut the necessary branches on the willow tree to gain access.
97/2022 PUBLIC RIGHTS OF WAY ACCESS
Following an e mail from a resident regarding the overgrown condition of the footpath between Peppin Lane and Little Grimsby Lane, Cllr Mansfield had approached the farmer and the path was quickly cut to restore access. The farmer was thanked for his prompt response.
98/2022 TO ADD ON AN ADDITIONAL BANK SIGNATORY.
To aid the ability to make prompt payments, there was a need to increase the number of signatories to the bank account. Proposed Cllr Sutton, seconded Cllr Mansfield to add Cllr Ensell as an additional signatory on the Treasurers account.
99/2022. DATE OF NEXT MEETING
The next meeting would take place on Monday 5 September 2022 at 7.30 pm.
 
100/2022 ANY OTHER BUSINESS
Cllr Sutton reported that no faults had been found with the speed awareness sign (SID) recently sent away for repairs. It was considered that the fault may be due to poor connections to the battery. The unit is to be returned with no cost for inspection.Cllr Sutton would arrange to re-erect the unit at the same site on Main Rd.
