MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 1 JULY 2024 AT 7.30 IN ST. MARY’S CHURCH
 
Present: Cllr Steve Mansfield (Chair), Cllr Tim Hunter (Vice Chair), Cllr Lee Sutton, Cllr Christina Chen and Cllr Kevin Ensell.
 
In attendance: Mrs Viv Davies (Clerk), ELDC Cllr E Mossop, Cllr A Hall.
 
The meeting commenced with an open forum. 3 residents were present.
 
OPEN FORUM:
 
Concern was raised about hedge on allotment 4 growing into the road. Cllr Mansfield would speak to the allotment holder.
 
Concern was also raised regarding the Beech tree on Laxfield boundary with large, dead boughs, hanging in Peppin Lane. Cllr Mansfield would speak to the householder.
 
A parishioner asked for an update on the small village status. The Chairman explained why he had delayed in reporting upon this matter. Our ELDC Cllr. also commented and felt the time scale may be yet some time before anything could be reported. This was subject to approval by ELDC. There was no further update at this point.
 
A parishioner raised the subject of what he felt was an unacceptable reply he had received from the Environment Team at ELDC about sewer flooding in Allenby Crescent. He questioned the length of time the officer claimed he had been looking into this matter concerning sewage appearing in Allenby Crescent and the lack of actions with all of this.
Cllr Mossop commented on what was felt to be the problem. He had contacted the flooding officer at East Lindsey regarding powers/enforcement relating to flooding of sewage into the highway. It had been highlighted that the sewage pumping station at Utterby was operating a higher rate of flow than the Fotherby one. We were informed that the Utterby pumping station was pumping sewage into the Fotherby system at a quicker rate than the Fotherby pumps could pump the sewage to Louth sewage treatment works. Cllr Mossop had heard that the Fotherby pumps were in a plan to be upgraded. This might explain why the sewers surcharge in both Peppin Lane and Allenby Crescent under storm flows. Cllr Mossop would chase up the matter with the Environmental Health director to move the issue forward and to confirm the information he had received.
 
The Parish Council agreed to also write to ELDC flood prevention officer with their comments on this matter.
 
A S19 report (relating to flooding) issued by East Lindsey District Council had been received. The report listed the flooding at Fotherby House but did not mention the flooding at the Laurels, Church Lane or the house next to the ELDC recycling centre in Little Grimsby Lane (Glebe Farm). The clerk would advise Lincolnshire County Council of the additional properties which had been flooded.

99/2024 APPROVAL OF MINUTES OF 3.6.24
Cllr Hunter proposed, seconded Cllr Sutton approval of the minutes of 3 June 2024. Cllr Mansfield signed the minutes.
 
100/2024 CLERKS UPDATE
All items were covered in the minutes
 
The matter of what had become of the Neighbourhood Plan was raised by Cllr Chen and was discussed. Cllr Mossop would advise us of the contact details of the person in ELDC to progress this matter.
101/2024 MATTERS ARISING FROM ACTION PLAN/MINUTES
Cllr Ensell has updated the Action Plan. Many actions had been completed and the action plan was in good health.
102/2024 FINANCE
Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports. Proposed Cllr Sutton, seconded Cllr Hunter approval of the cheques below.

103/2024 PLANNING APPLICATIONS: TO CONSIDER ANY NEW OR ONGOING APPLICATIONS
There were no planning applications.
 
104/2024 FLOOD RISK ITEMS:
 
FIELD DRAINAGE, REAR ALLENBY CRESCENT
Four householders had moved their boundaries in Allenby Crescent to the original boundary as requested by the adjacent landowner and so the Parish Clerk would contact the field owner to advise her of this and to understand her plans to remedy the dyke.
 
 
105/2024 FOTHERBY COMMON:
FOTHERBY COMMON UPDATE
A successful working party had taken place.
It was noted that the nettles need to be sprayed at the common. The clerk would contact the mowing contractor to request this be done as part of our contract.
 
106/2024 LITTER STRATEGY & FLY TIPPING UPDATE
Cllr Hall, our LCC rep, would meet with the LCC highways officer to reiterate the request to erect a gate at Short Lane West. Cllr Hall acknowledged receipt of the background concerns about persistent littering and fly tipping risks at this location.
 
108/2024 VILLAGE ASSETS
 
Concern was raised regarding the condition of allotment number 1. Cllr Mansfield would raise the issue with the allotment holder and report back.
 
Cllr Mansfield would raise the issue of the hedge at allotment number 4 with the allotment holder
 
Discussion took place about the condition of hedges and that some allotment holders were not meeting the terms of their agreement to maintain their hedges correctly.
 
Discussion took place regarding the condition of the benches. An assets inspection would take place in July to highlight and address any issues.
 
DOG BIN CLOSE TO MAWER'S FARM, PEPPIN LANE.
 
Following a request to ELDC Cleansing Team asking for a larger dog bin close Mawer’s Farm, the Dock Bin to be moved further away from the seat at the Dock and a new bin placed at the old Railway Crossing, we were still awaiting costings for these. The Cleansing Team had to obtain these from their contractor. No decision would be made until costs are confirmed.
 
GRASS CUTTING
 
The grass cutting contract was up for renewal 1 April 2025. However, in order to budget for 2025-2026, the clerk would request an indicative quote for the grass cutting contract 2025-2028. Further tenders would be sought in the coming weeks.
