FOTHERBY PARISH COUNCIL.
Minutes of a meeting of Fotherby Parish Council held on Monday lst November at St. Mary’s Church.
Present; Chair Cllr Giles, Cllr Sutton, Cllr Hunter, Cllr Chen, Cllr Wait.
Also present was Cllr Hall,

The meeting began at 18:55 his with an open forum to discuss a planning application N1052/01226121, a change of use for the siting of 26 static caravans/lodges.
OPEN FORUM
The Chair Cllr Giles opened proceedings by requesting a show of hands regarding opinions as to the support or objection to the application . There being no supporters, he then set out the Councils objections to this proposal. Having done this he threw the meeting open to he parishioners for their comments. They were overwhelming in their opposition to this planning application. Amongst the points they raised were:‑
1 There were alleged to be bats nesting in the area
2.Concern that the cabins would be occupied full time not just as holiday homes
3.Danger of heavy traffic on an unsuitable road
4.Overloading the water and sewerage systems
5.Would the heavy traffic affect the entry to styles, the furniture store
6. A suggestion that there was a pond in which there were crested newts
 
The last comment was from a parishioner who said that it was nice to see the village united in their opposition to this plan.
 
Cllr Giles emphasised that all of those present who felt strongly about this issue should write of their opposition to the planning department.
There was a complaint that the repainting of the bench at the Dock had been poorly done. The Chair accepted that this was right and that steps had been taken to rectify the situation.
There was a question to the Chair concerning the funding of a repair to the road by Fotherby Top. The chair said a decision was still awaited from the County Council. But assured the questioner that the Parish Council would do what it could to assist in this matter and liaise with Cllr Hall on the matter.
This closed the open forum, and the majority of the parishioners then left the meeting
130/21 APOLOGIES FOR ABSENCE

131/21 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
132/21 Approval of the minutes 4th Oct. 2021.
These were approved Proposed by Cllr Hunter and Seconded by Cllr Sutton and carried unanimously.
133/21 Clerks update.
A list of dates for Council Meetings was discussed and it was thought some dates would have to be changed. This will be decided at a later time.
134/21 FINANCE
In the absence of the Parish Clerk Mrs Davies this was held over until our next meeting. Expenditure of £487.80 was approved and Bank Reconciliation will be discussed once the Clerk returns to full duties.
135/21 PLANNING.
N/052/02126/21. CHANGE OF USE OF LAND FOR THE SITING OF 26. STATIC CARAVANS/LODGES.
LAND AT THE REAR OF STYLE FURNITURE, MAIN ROAD, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TD.
This had already been covered in the Open Forum and no more discussion was thought to be needed.
136/21 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
There had been no developments.
137/21FOTHERBY COMMON WORKING PARTY.
Mrs Chester said that the grant application had been approved and that a sum of £919.65 would be available and received in due course.
The licence required for the felling of trees has been submitted and the outcome is awaited, however limited tree felling is allowed without a license and advice is being sought of the nominated tree surgeon.
138/21 LITTER STRATEGY.
This was held over to our next meeting. However approval for an additional waste near the bus shelter at North Elkington Lane bin has been received, together with approval to change the Dog Waste Bins to standard Litter Bins. Cllr Chen to investigate and cost the changes as appropriate. It is noted that ELDC Cleansing department make no difference between dog waste and litter, so the dog bins can be used for either.
139/21Parking at the Bus Stop opposite Fotherby Care Home.
There had been no developments.
140/21 VILLAGE MAINTENANCE.
The Chair said that work was continuing on the bus stop shelter near Style.
141/21 LCC FUNDING FOR TREES.
Cllr Sutton said that they had run into strong opposition from the land owner and that no sites had been approved..
142/21 SID SIGN.
Cllr Sutton advised that a replacement battery was needed and was being obtained
143/21 Budget for 2022. All Cllrs were asked to consider the budget for next year and bring their submissions to the December meeting.
