MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 3 APRIL 2023 AT ST. MARY’S CHURCH.
 
Present: Cllr S Mansfield (Chairman), Cllr T Hunter, Cllr K Ensell, and Cllr L Sutton
 
In attendance: Mrs V Davies (Clerk) ELDC Cllr Mossop, LCC Cllr A Hall.,
 
The meeting commenced with an open forum. 8 residents were present.
 
OPEN FORUM
 
Thanks to Cllr Hall for organising the removal of temporary plastic fencing on the steps at the end of North Elkington Lane onto the A16.
 
It was announced that an appeal had been lodged against refusal of the caravan park at the rear of Style Ref number N052/02126. A short discussion followed and it was decided to consider this issue further at a later meeting.
 
Thanks were given to Cllr Mossop for donating snowdrops to Fotherby village as part of the initiative to create carpets of snowdrops.
 
A speed survey had been conducted by ELDC (Archer Speed Survey). 65% of the drivers had been driving over the speed limit. The results would be summarised and published in Keyhole.
 
Discussion took place regarding rubbish deposited on the verge in Church Lane. Councillor Mansfield confirmed that this would be removed by the resident shortly.
 
43/2023 APOLOGIES FOR ABSENCE
Apologies were received from Cllr C Chen.
 
44/2023 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
 
There were no declarations of interest. Cllrs confirmed there had been no changes to their declarations of interest.
 
45/2023 APPROVAL OF THE MINUTES OF 6 MARCH 2023.
 
Cllr Hunter proposed, seconded Cllr Ensell approval of the minutes of 6 March 2023. Cllr Mansfield signed the minutes.
 
46/2023 CLERKS UPDATE.
 
All payments had been received for the allotments. There was one person on the allotment waiting list who lived at Fulstow.
 
47/2023 ELECTION PROCESS
 
Cllr Mansfield had delivered all the nomination forms completed by the Parish councillors to East Lindsey District Council.
 
48/2023 FINANCE

49/2023. PLANNING
As discussed in the Open meeting there was an appeal submitted for planning application N052/02126/2. Land at rear of Styles Furniture, Main Road, Fotherby.
50/2023. FOTHERBY COMMON UPDATE
It had not been possible for any felling work to be completed owing to unsuitable weather and availability of the tree surgeon. A working party of volunteers had spread wood chippings along the pathways from felling works at Little Grimsby church. Some of the snowdrops were also planted on the roadside verge. Many thanks were given to volunteers.
51/2023 LITTER STRATEGY
Thanks were given to Cllr Ensell in continuing to press external agencies for support to help minimise litter in the village and for ongoing litter picking by the various volunteers across the village. Cllr Ensell had contacted the fast-food outlets (McDonalds, Starbucks & KFC) at the industrial park but had to date not received any response. Further chases will be made as there is more that these major producers of litter can do to support their customers. The Parish council considered litter was a county-wide issue and Cllr Sutton noted the very poor standard of littering along the Lincoln bypass by example. Cllr Ensell had been trying to engage with LCC Senior Officers to work collaboratively towards better strategic leadership against litter. An example given was to create a County-wide campaign against littering using a local celebrity to help support the local DC’s who hold the budgets and responsibility for litter & fly-tipping clearance. Cllr Hall had received a note from Cllr Ensell about this suggestion and committed to speak to the executive member for waste and update the parish council. ACTION: Cllr Hall
52/2023. FOTHERBY TOP ROAD
Cllr Mansfield, Cllr Chen and Cllr Ensell had had a further virtual meeting with Kyra Nettles, Highways Manager LCC in an effort to find a way to improve the road surfacing approaching Fotherby Top and to better understand ownership given that the land is unregistered. Cllr Mansfield and Cllr Chen had been to speak to a landowner of the adjacent land parcel who was agreeable to the proposal to pursue grant funding for improvements providing there was no future liability for repairs. The objective of the Parish Council is to apply for a lottery grant to get the land reinstated to highways grade and for LCC Highways to subsequently adopt the road. This will both remove the unsatisfactory surface but ensure an enduring solution for future maintenance.
Cllrs noted that lottery funding would ideally require a questionnaire completed by parishioners to evidence the support of the village for the project. A draft has been produced and needs to be checked and circulated amongst Councillors. ACTION Cllr Ensell
53/2023. VILLAGE ASSETS
Cllrs Mansfield had contacted Louth Interskill for an updated quotation for No 4 shelter by the dock and shelter No 2 near Allenby Crescent.
54/2023. UPDATE ON ACTION PLANNING
Cllr Ensell had updated the action plan. The contents were noted as being accurate.
55/2023. COMMUNITY SUPPORT SCHEME: PRIDE IN EAST LINDSEY
Following recent contact from the coordinator of this scheme, various works have been completed with more works to come to improve the village pathways. A team has removed overgrowth around the bus shelter near the Old PO and widened the path opposite Whyte Lodge. The Council confirmed their thanks to ELDC and the Team for their hard work and their offer to help Fotherby village maintain the very best standards of maintenance for the benefit of both residents and villagers alike.
56/2023. DATE OF NEXT MEETING
The next meeting will take place on Monday 15 May. The meeting with parishioners would take place at 7.00 pm followed by the Annual meeting of the Parish council at 7.30 pm.
