MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON WEDNESDAY 3 APRIL 2024 AT ST. MARY’S CHURCH.
Present: Cllr Steve Mansfield (Chair), Cllr Tim Hunter (Vice Chair), Cllr Lee Sutton, and Cllr Kevin Ensell.
In attendance: Mrs Viv Davies (Clerk), Cllr A Hall.
The meeting commenced with an open forum. 3 residents were present.
OPEN FORUM:
A parishioner highlighted that work is being completed on the new entrance driveway in Peppin Lane.
Discussion took place regarding the condition of the Short Lane Attenuation chamber. The catchpits had been cleaned by suction tanker, but the general area needs flailing to remove vegetation. The area is the responsibility of LCC. Cllr Mansfield will follow up with LCC here.
52/2024 APOLOGIES FOR ABSENCE
Apologies were received from ELDC Cllr E Mossop, and Cllr C Chen.
53/2024 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION

54/2024 APPROVAL OF MINUTES OF 4.3.24
Cllr Ensell proposed, seconded Cllr Sutton approval of the minutes of 4 March 2024. Cllr Mansfield signed the minutes.
55/2024 CLERKS UPDATE
The chairman would contact the current allotment holder of allotment 3 as the previous allotment holder wanted to retrieve tools.
A question was raised about when work to remove the excess bullrushes in the Dock would commence. The removal of the waste is the blocker here owing to the waste classification and potential costs. Cllr Sutton agreed to obtain a quotation for a suitable skip.

57/2024 PLANNING APPLICATIONS: TO CONSIDER ANY NEW OR ONGOING APPLICATIONS
There were no planning applications.
58/2024 FLOOD RISK ITEMS:
FIELD DRAINAGE, REAR ALLENBY CRESCENT
A follow up letter would be sent to the owner of the field at the back of Allenby Crescent to request an update on their progress in organising a contractor to undertake the works in the spring. Due to more recent rainfall, it was agreed to leave this until conditions had dried out.
The new locked sandbag storage unit had been erected and is storing 35 sandbags in black knitted fabric for use in an emergency. The code for the lock will be circulated across local villagers to provide access if an emergency occurs. Action Cllr Mansfield

61/2024 FOTHERBY COMMON:
FOTHERBY COMMON UPDATE
The tree surgeon had commenced work. However, work had halted due to adverse weather and works would be completed in the late autumn. A working party would be organised to help place trimmings at the plot boundary.
APPLICATION FOR LOTTERY FUNDING UPDATE FOR ROAD IMPROVEMENTS
Cllr Ensell had submitted a lottery grant application for the road improvements and awaits a reply on next steps in the coming weeks.
62/2024 LITTER STRATEGY & FLY TIPPING UPDATE
Two further reports of fly tipping had been made to ELDC; a double mattress and an electrical item dumped on North Elkington Lane, west of the A16. Thanks were again noted for the ELDC Team’s support in helping remove fly tipping promptly thereby reducing the risk of more accumulations.
Cllr Ensell wrote to the AONB highlighting the frustration around lack of visible, strategic leadership across authorities such as the AONB in tackling the general blight of litter. Correspondence is ongoing but constructive.
Discussion took place regarding a proposal to erect a gate at Short Lane West to prevent persistent littering and fly tipping risks. Cllr Hall had met the ELDC Highways Manager to discuss the proposal, but the request had been refused. Cllr Ensell expressed frustration that this decision does not encourage collaborative working as the costs of removing any fly tipping falls on ELDC and therefore does not affect LCC. Cllr Hall to take this matter up again with the LCC Highways Manager and Cllr Ensell to write to Cllr Hall again with the arguments in favour of action.
63/2024 VILLAGE ASSETS:
SID UPDATE
A quote had been obtained (£2200) for a further portable SID. The clerk and the Chairman would submit a grant application with East Lindsey district Council matched funding.
64/2024. DOG BIN CLOSE TO MAWER'S FARM, PEPPIN LANE.
The chairman would write a letter to chase up the cleansing department to request a larger dog waste bin. If this fails, then the Parish Council should consider purchasing another dog waste bin to be placed near the old rail crossing.
