MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 3 FEBRUARY 2025 AT 7.30 IN ST. MARY’S CHURCH
Present: Cllr Steve Mansfield (Chair), Cllr Kevin Ensell, Cllr Tim Hunter, Cllr Neil Tomlin, Cllr Lee Sutton.

The meeting commenced with an open forum. 5 residents were present.
OPEN FORUM:
There were no items raised. Cllr Mansfield reported that the grit bins had been refilled and now had scoops. In addition, the broken bin at Allenby corner would be collected by LCC.
17/2025 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Christina Chen. The parish council accepted the apologies.
18/2025 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
19/2025 APPROVAL OF MINUTES OF 6.1.25
Cllr Tomlin proposed, seconded Cllr Hunter approval of the minutes of 6 January 2025. Cllr Mansfield signed the minutes
20/2025 CLERKS UPDATE
A response had been received from both Victoria Atkins (MP) and the Minister for small businesses reiterating the reasons behind the decision to remove the post office provision.
Cllr Tomlin has been booked onto new Councillor training.
The signed contracts for a 3-year term had been received from Bush Landscaping together with the Certificate of Public Liability and Risk assessment.
21/2025 MATTERS ARISING FROM ACTION PLAN/MINUTES
Cllr Ensell had updated the Action Plan.
22/2025 PLANNING APPLICATIONS.
BRACKENBOROUGH LAWNS APPEAL.
The Parish Council noted that a response was expected to the appeal at Brackenborough Lawns by Mid-March.
PARKING IN BUS STOP LAYBY – UPDATE.
The parish council had requested 2 years ago for parking restrictions in the lay-by near Fotherby House to prevent hinderance for buses approaching the bus stop with raised kerb. Three parishioners were present at the meeting agreed to the proposal in principle around the entrance of Church Lane. However, they requested amendments to reduce the distance involved in the parking restriction. The wished the section, alongside the road outside the Old Post Office, not to have yellow lines. The meeting generally felt that removing these would not affect vehicles exiting from Church Lane and not impede buses exiting the stop. Following discussion, Councillors felt that this was a fair request. It was agreed that Cllr Mansfield should write to the LCC Transport Dept to highlight the suggested amendment to the proposal so that LCC might include representations in their final plans. These plans will be formally circulated amongst nearby residents before works are done.
23/2025 FINANCE
Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports. Proposed Cllr Hunter, seconded Cllr Ensell approval of the cheques below.

23/2025 FLOOD RISK ITEMS
A resident raised an issue regarding the ongoing flooding issues in Fotherby. He requested that SUDS (Sustainable Drainage System) be a consideration on all new planning applications. He also proposed that a digital file be created to maintain a record of flooding incidents and become a fixed reference document which would be applicable to most planning applications in our village. It would have to be updated & maintained. This idea was briefly discussed, and it was felt to be a good suggestion. This would be discussed at a further meeting as this would require specific skills to implement and that volunteers will be needed to help and support.
There had been recent activity with Anglian Water fitting air relief valves on the pumped sewerage main between Fotherby and Louth to reduce risk of bursts seen recently.
Cllr Mansfield had arranged a meeting Anglian Water and welcomed any members who wished to attend.
25/2025 FOTHERBY COMMON:
There was no update.
26/2025 LITTER STRATEGY & FLY TIPPING UPDATE
Coun. Ensell reported there had been another incident of fly tipping at Ings Lane. The incidents of unpacked parcels in North Elkington Lane were an ongoing issue with another opened & disposed parcel wrapping being found. Further approaches will be made to Evri.
Cllr Mansfield, Cllr Hunter and Cllr Ensell had met with Cllr Mossop regarding the litter strategy and fly tipping to agree a way forward to support wider participation from agencies.
27/2025 VILLAGE ASSETS
ALLOTMENTS
The parish council noted that Allotment Holder number 1 and No 4 would not be renewing their allotment contracts this year. It was pointed out that work was required on allotment 1 to tidy it and bring it up to the required standard. It was felt that the council may need to employ someone to complete this work before we can re-let the site.
