MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 3 JULY 2023 AT ST. MARY’S CHURCH.
 
Present: Cllr S Mansfield (Chairman), Cllr T Hunter, Cllr K Ensell, Cllr L Sutton, Cllr C Chen.
 
In attendance: Mrs V Davies (Clerk), LCC Cllr A Hall.
 
The meeting commenced with an open forum. 3 residents were present.
 
OPEN FORUM
 
Discussion took place regarding the lack of parking in Louth re active travel scheme. Cllr Hall advised that the changes were temporary, and the matter would be discussed at the planning committee in September.
 
A parishioner requested that the emergency number for Anglian Water be included in the Keyhole. This would also be displayed on the Parish Council noticeboard.
 
A letter had been sent to a parishioner to thank him for cutting the grass in Allenby Crescent.
 
88/2023 APOLOGIES FOR ABSENCE
Apologies were received from ELDC Cllr Mossop.
 
89/2023 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
 
There were no declarations of interest. Cllrs had completed their declarations of interest upon acceptance of office. Cllrs confirmed there were no changes to the declarations of interest.
 
90/2023 APPROVAL OF THE MINUTES OF 5 JUNE 2023.
 
Cllr Hunter proposed, seconded Cllr Ensell approval of the minutes of 5 June 2023. Cllr Mansfield signed the minutes.
 
91/2023. CLERKS UPDATE.
 
The clerk had submitted a request for trees from the community orchard scheme. A parishioner would be contacted to ask if non fruit trees could be planted on a verge adjacent to his land. Subject to this reply, a decision would then be taken about applying for a small number of trees.
 
92/2023 MATTERS ARISING FROM THE ACTION PLAN
 
The action plan had been updated.
 
The clerk had contacted LALC regarding the implications of obtaining a payment card for parish council expenditure. Only Skegness Town Council had a payment card locally. The system was not used by smaller parish councils. The parish council resolved not to pursue this. The current Financial Regulations provided protection for both the council and the clerk.
 
An annual inspection of parish council assets would be arranged in July.
 
There was no update on the SID following several attempts to contact the small business by Cllr Sutton. Fears were expressed that the business may have folded due to ill health. Following discussion, the Clerk would try to call on the company in person in August when in the area. Cllr Sutton to forward contact details for the business to the Clerk. If this visit fails, then consideration will be given to a claim under the insurance policy.

TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL
PROPOSAL
Cllr Sutton had obtained a quote for £211.62 + VAT + delivery for an additional litter bin. Proposed Cllr Ensell, seconded Cllr Sutton the purchase of the additional litter bin to be situated near Styles Furniture.
94/2023 PLANNING
N/019/01178/23. ERECTION OF A PORCH TO EXISTING DWELLING. THE MANOR HOUSE, FOTHERBY ROAD, LITTLE GRIMSBY, LOUTH. LN11 0DU
The Parish council submitted no comment.
There was no further update on the appeal submitted for planning application N052/02126/2. Land at rear of Styles Furniture, Main Road, Fotherby. The planning department will write to all people who had objected to the application to advise of the appeal.
Discussion took place regarding the planning conditions relating to Planning application N/052/01958/16 & N/052/00676/17 residential properties in Peppin Lane Fotherby.

 
95/2023 MAINTENANCE AT THE DOCK
Discussion took place about finding a sustainable solution to maintaining the Dock gardens to maintain the site in good condition as a focal point in the village. Whilst the landscape contractor maintains the shrubs, they do not undertake general gardening duties. The Clerk would contact potential gardeners to obtain quotes for a few regular hours of work during the active season. Discussion took place about who owned the dock as the bull rushes needed attention. As it is believed that the Dock is a flood attenuation chamber, Cllr Hall would find out who to contact at Lincolnshire County Council re this matter. ACTION Cllr Hall
96/2023 ALLOTMENTS
A letter had been sent to an allotment holder requesting that they address the overgrown allotment. If no response is received by 5 July 2023 this would be reassigned to the person on the waiting list.
A parishioner had raised the issue that the hedges on the allotments needed cutting back as they posed a traffic risk in preventing sight of oncoming vehicles at the bend in the road near Mawes Farm. The Clerk would write to allotment owners requesting them to cut their hedges for which they are responsible under their tenancy agreements and for them to be maintained to a maximum height of 4ft (1.2m) and for the width of hedges not overhang the verges.
97/2023. FOTHERBY COMMON UPDATE
The weeds at Fotherby Common had been sprayed.
98/2023 LITTER STRATEGY
Four litter prevention signs had been erected; two at each end of the village and two on the west side of the A16 to draw attention to drivers not to throw litter from their vehicles and add to the burden on volunteers. Cllr Ensell reported that there had been three incidents of fly tipping: a tyre, a small freezer, and a mattress. All had been reported to ELDC and had been collected promptly. It was resolved that the email address for reporting flytipping would also be displayed on the parish council noticeboard. flytipping@e-lindsey.gov.uk
Cllrs noted that the verges had also been cut on the west side of A16 by a Council contractor which has improved the lanes.
 
99/2023. FOTHERBY TOP ROAD
The flyer requesting parishioners help to support the parish council to pursue a funding bid to improve the access road would be available at forthcoming events in the village.
100/2023 VILLAGE ASSETS
There was no update on the bus shelters. Quotes are awaited from Interskill
101/2023 UPDATE ON S.I.D.
