FOTHERBY PARISH COUNCIL.
MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 3 JUNE 2024 AT 7.30 IN ST. MARY’S CHURCH
Present: Cllr Steve Mansfield (Chair), Cllr Tim Hunter (Vice Chair), Cllr Lee Sutton,
In attendance: Mrs Viv Davies (Clerk), ELDC Cllr E Mossop
The meeting commenced with an open forum. 2 residents were present.
OPEN FORUM:
There were no comments raised. Cllr Mansfield informed members that the Council had received a request from a member of the public to compensate an individual for grass cutting in a part of Fotherby. Prior to the meeting, Council members felt it more appropriate to acknowledge all those who cut the verges around the village, so have sent 7 individual letters of thanks to those of whom they are aware.
84/2024 APOLOGIES FOR ABSENCE
Apologies were received from ELDC Cllr Alex Hall, Cllr Christina Chen and Cllr Kevin Ensell.
85/2024 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
86/2024 APPROVAL OF MINUTES OF 8.5.24
Cllr Hunter proposed, seconded Cllr Sutton approval of the minutes of 8 May 2024. Cllr Mansfield signed the minutes.
87/2024 CLERKS UPDATE
The Parish council agreed that the clerk could submit an invoice to St Mary’s Church for £540 (50% of the cost of the mowing for the churchyard).
88/2024 MATTERS ARISING FROM ACTION PLAN/MINUTES
Cllr Ensell had updated the Action Plan.
Cllr Mansfield had offered a salt bin free of charge from a village resident, who then very kindly installed next to the existing salt bin.
89/2024 FINANCE
Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports. Proposed Cllr Sutton, seconded Cllr Hunter approval of the cheques below.

90/2024 PLANNING APPLICATIONS: TO CONSIDER ANY NEW OR ONGOING APPLICATIONS
There were no planning applications.
91/2024 FLOOD RISK ITEMS:
FIELD DRAINAGE, REAR ALLENBY CRESCENT
Members were informed that the owner of the field, between the Main Road and Allenby Crescent, had sent letters to some residents of Allenby, requesting that the boundary fences be reinstated to their original line. This would enable the owner to ask their contractors to reinstate dyke, thus easing the water flow from the field.
A resident reported that the new man hole cover installed with a non-return valve in Allenby Crescent had failed resulting in sewage spill. The resident had raised this issue with Anglian Water.
92/2024. CONSULTATION NATIONAL POWER GRID. CONSULTATION TO ERECT PYLONS.
The Council had no further information at this time and neither had our District Councillor.
93/2024 FOTHERBY COMMON:
FOTHERBY COMMON UPDATE
Following the discussion at our previous meeting, where the Fotherby Common Co-ordinator wished to step back from the main duties, we are pleased to inform members that a volunteer had come forward and will assist with the Lead Role.
APPLICATION FOR LOTTERY FUNDING UPDATE FOR ROAD IMPROVEMENTS
Cllr Ensell had submitted a lottery grant application for the road improvements. There was no update at this time.
94/2024 LITTER STRATEGY & FLY TIPPING UPDATE
Our Lincolnshire County Councillor was not present to advise us of any progress with our request to erect a gate at Short Lane west.
95/2024 VILLAGE ASSETS
GRANT FOR AN ADDITIONAL SID.
Cllr Mansfield and the clerk had submitted a grant application for a further SID. The Council should be advised of this at the end of July.
DOG BIN CLOSE TO MAWER'S FARM, PEPPIN LANE.
The Chairman had written a comprehensive letter to the cleansing department to request a larger dog waste bin across from Mawer’s Farm, also asking them to move the one sited at the Dock away from the seat and to site a new one over the old railway crossing in Peppin Lane. The clerk sent this email sent to ELDC but there has been no acknowledgement or response at this point. Cllr Mossop would chase the response.
PARISH COUNCIL SHED
Cllr Mansfield, following the discussion and decision at our last meeting advertised the shed, which has been sited at the rear of St. Mary’s Church for some years, on the Fotherby Community page. A Parishioner contacted him and the shed has now been removed.
