MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 4 AUGUST 2025 AT 7.30 PM IN ST. MARY’S CHURCH
Present: Cllr Steve Mansfield (Chair), Cllr Kevin Ensell, Cllr Lee Sutton, Cllr Tim Hunter.
In attendance: Mrs. Viv Davies (Clerk), LCC Cllr N Hastings
3 residents were present.
OPEN FORUM:
The issue of roadside surface water flooding outside Braders Farm on Main Rd was raised on fix-my-street. This matter had been passed on to an LCC maintenance team.
An LCC Highways maintenance team had been to Fotherby highlighting the potholes. Cllr Mansfield raised the issue of the flooding with the highways representative and was advised that this is being looked into.
Of the promised speed restriction signs, only one had been sprayed onto the road at the southern entrance to the village. We had been informed that the roadside signs on the verge, that were badly weathered or broken, were going to be replaced with new ones. Cllr Hastings would raise this issue with LCC Highways. He also advised us to take photographs as evidence of any flooding or highways issues to strengthen any case needing to be actioned by LCC.

94/2025 APPROVAL OF MINUTES OF 7.7.25
Cllr Sutton proposed, seconded Cllr Ensell approval of the minutes of 7 July 2025. Cllr Mansfield signed the minutes
95/2025 CLERKS UPDATE
All items were discussed in the minutes.
96/2025 MATTERS ARISING FROM ACTION PLAN/MINUTES
Cllr Ensell has updated the Action Plan. There were very few residual actions, many of which were already being pursued. Monitoring progress will continue.
Cllr Mansfield advised that although some of the bullrushes had been cleared previously, more bullrushes had grown up since, covering a larger area than before. This issue would be reconsidered in the coming weeks and placed on the next agenda.
97/2025 PLANNING APPLICATIONS.
The Parish Council noted that the land identified for the proposed caravan site near Style furnishings had been sold.
Cllr Mansfield had formulated a response objecting to the consultation regarding the National Grid proposals for Grimsby to Walpole electricity transmission proposal. This had been sent to National Grid.

Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports. Proposed Cllr Hunter, seconded Cllr Sutton approval of the cheques below.

99/2025 FLOOD RISK ITEMS
There were no further issues received from residents this past month.
100/2025 FOTHERBY COMMON:
There was no further update.
ROAD AT FOTHERBY TOP
The farmer had placed road planings on Fotherby Top Road, making it safer to travel over this stretch of road. This was welcomed by the Council. A disclaimer sign would be erected advising that this road is unadopted. The clerk would ask the advice of Cllr Chen regarding the wording for the sign. Cllr Sutton agreed to source a quotation from a highways sign provider with a view to purchasing the sign as soon as practicable.
101/2025 LITTER STRATEGY & FLY TIPPING UPDATE
Litter picking continues by volunteers. ELDC had been written to requesting them to support a gating up notice at Short Lane West. Thanks were given to Cllr Ensell and the litter picking team. Six further litter signs had been purchased and one deployed. Vegetation had been cleared from around the litter signs too. The Parish council noted that a delivery driver was opening parcels and discarding the contents of undelivered parcels in the hedge at the end of North Elkington Lane. This had been reported to the police. Previously, issues of this nature have been reported to the delivery company, but we have received no response.
102/2025 VILLAGE ASSETS
ALLOTMENTS
Allotment No.1 was now let. A resident in North Elkington Lane had expressed interest in an allotment tenancy. He had been added to a waiting list.
ANNUAL SAFETY INSPECTION
Cllr Mansfield and Cllr Ensell, together with any other councillors available would conduct an Annual Safety Inspection. All councillors would be informed of the date and time of this in case they are available to attend.
ADDITIONAL SANDBAG STORAGE.
The sandbags currently available are heavy and are difficult to transport. It was proposed to purchase a further Keter box (to situate beside bus shelter 3) at a cost of £130, to allow division of the current sandbags into half bags of sand. Following discussion and due to budget constraints, this could not be purchased in this financial year and this would be discussed during the 2026/2027 budget monitoring process.
