MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 4 DECEMBER 2023 AT ST. MARY’S CHURCH.
 
Present: Cllr S Mansfield (Chairman), Cllr T Hunter, and Cllr K Ensell.
 
In attendance: Mrs V Davies (Clerk), ELDC Cllr Mossop
 
The meeting commenced with an open forum. 4 residents were present.
 
OPEN FORUM
 
There were no items raised by parishioners. Cllrs Mansfield advised the following.
 
Viking Pipeline has now been formally accepted by the Planning Inspectorate. We may start to see some work at some points along the route of the pipeline east of Little Grimsby.
 
Both the attenuation tank at the top of Short Lane and the overgrown dyke close to the Old Sunday Schoolroom in Church Lane are potential flooding issues following Storm Babet and are being considered again by LCC Fix My Street following further information being supplied by Parish councillors.
 
The missing lamppost in Allenby Close has been re-added to LCC Fix My Street is now in progress following contact by Cllr Ensell.
 
The Chair mentioned the laying of wreaths on Remembrance Sunday given by the Parish Council on behalf of villagers. The Chairman thanked those individuals who performed this ceremony.
 
The Lincolnshire County Council had sent a survey document relating to vapes & electric charging. Members were content with Cllr Mansfield completing this on their behalf.
 
A survey had been sent by Lincolnshire County Council regarding Government involvement in Devolution of Northeast Lincs, North Lincs and Lincolnshire County Councils to become one unitary authority. A comment from our meeting questioned just how much money was left in the budget to do this. Councillor Mansfield noted that the survey would be online until 24th January 2024 should anyone wish to add their opinions.
 
A survey from ELDC regarding the AONB had been completed by Cllr Ensell with a focus on the impact of litter on the AONB.
 
The parish council had responded to a second e mail from a parishioner regarding their concerns over recent flooding. The letter highlighted all the actions taken by the Parish Council since July 2022 and that influencing the management of flood risk remains a priority.

180/2023 APPROVAL OF THE MINUTES OF 6 NOVEMBER 2023.
 
Cllr Hunter proposed, seconded Cllr Ensell approval of the minutes of 6 November 2023. Cllr Mansfield signed the minutes.
 
181/2023. CLERKS UPDATE/CORRESPONDENCE.
The clerk had written to the owners of fields adjacent to Allenby Close/Crescent in relation to surface water flooding issues in that area. The Parish Council has received replies giving a clearer picture of what the owners can offer, so that the Parish Council can now help, advise and proceed accordingly.
182/2023 MATTERS ARISING FROM THE ACTION PLAN/MINUTES
 
The asset register was updated to include the shed currently located at the rear of the church.

TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL PROPOSAL
There was no further expenditure. Subject to ongoing discussions about the siting of the parish shed and provision of a community supply of sandbags for emergency use (and subsequent replacement after the flood risk has passed), Cllr Ensell noted that the likely cost for 100 bags, a supply of sand and suitable notices would be in the region of £125.
184/2023 PLANNING
There were no new planning applications.
185/2023 MAINTENANCE AT THE DOCK
There was no update on finding a gardener to garden at the dock. Cllr Mansfield would advertise the vacancy in the Keyhole.
The work to reduce the bull rushes would commence in the Spring.
 
186/2023 ONGOING FLOODING ISSUES
 
Some issues were discussed in the open forum and 181/2023. Cllr Mansfield had written to the Chairman of the Alms Houses to ask about the possibility of the parish shed being sited on the Alms Houses site for use as a sandbag store.
 
187/2023. FOTHERBY COMMON UPDATE
There was no further update.
188/2023 LITTER STRATEGY
The Litter Strategy had attracted a further volunteer who wanted to take part as part of the Duke of Edinburgh award. The Parish Council applauded the volunteer for his support in keeping Fotherby litter-free. Cllr Ensell had written to LCC Cllr Hall asking him to make further representations about the progress of the proposal to gate up the Western end of Short Lane to prevent car access but maintain access for walkers, cyclists and for periodic maintenance of hedges and ditches by landowners.
189/2023 FOTHERBY TOP ROAD
This was progressing. Cllr Ensell would draft the bid when time allows in the coming month. Cllr Mansfield to provide a summary of the parishioner support for the bid.
190/2023 PARKING AT THE COMMON
A Parishioner had highlighted that people were parking at the common overnight. The parish council noted the concerns.
191/2023 VILLAGE ASSETS
The asset register had been updated.
192/2023 UPDATE ON SPEED INDICATOR DEVICE (S.I.D.)
A parishioner would reinstall the Speed Indicator Device when time allows.
193/2023 PREPARATI0N FOR INTERNAL AUDIT
Cllr Ensell had added the shed onto the asset register. Proposed Cllr Ensell, seconded Cllr Mansfield and agreed by all councillors to approve the updated Asset Register.
