MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 4 JULY 2022 AT ST. MARY’S CHURCH.
 
Present; (Chair), Cllr S Mansfield, Cllr Hunter, Cllr Chen, Cllr Wait, Cllr K Ensell.

The meeting began at 18:55 with an open forum
 
 
Information was given regarding the outreach post office at St Mary’s Church which had been running at the church since 2013 served by North Thoresby Post Office. This service will close on 19 July as the owners at the North Thoresby Post office had put the post office up for sale. It was sad to lose this much needed amenity and efforts were actively being made to try to reinstate the service in future.
 
 
65/22 ELECTION OF CHAIRMAN
 
Proposed Cllr Hunter, seconded Cllr Ensell to elect Cllr Mansfield as chairman.
 
66/2022 ELECTION OF VICE CHAIRMAN
No councillors were prepared to be vice chairman.
 
 
67/2022 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Sutton.
 
68/22 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
 
Cllr Mansfield declared an interest in the jubilee funding item and St Marys Church contributions towards mowing costs.
 
69/22 APPROVAL OF THE MINUTES OF 6 JUNE 2022.
Cllr Chen proposed, seconded Cllr Hunter approval of the minutes of 6 June 2022. Cllr Mansfield signed the minutes.
 
70/22 CLERKS UPDATE.
 
The clerk reported the following: -
 
The clerk had submitted the form P11D to HMRC regarding the travelling expenses paid to the Clerk. Correspondence has been received from HMRC advising that the parish council must pay NI contributions on these expenses. The amount payable is £14.80.
 
There was no update on the request for a Temporary Traffic Order alongside Fotherby Care Home and adjacent to Fotherby Care Home.

TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL PROPOSAL
Proposed Cllr Ensell, seconded Cllr Mansfield to purchase warning signs regarding fly tipping.
 
72/2022 TO DISCUSS CONTRIBUTION FROM ST MARY’S CHURCH TOWARDS MOWING COSTS,
St Mary’s Church had agreed to increase the contribution towards the mowing costs from
£650 to £715. Future contributions from St Mary’s church would be discussed during budget planning discussions.
73/22. PLANNING
To note
N/052/00872/22 Planning Permission - Erection of an outbuilding to house a gym. LOCATION: ROUNDHILL, PEPPIN LANE, FOTHERBY, LOUTH, LN11. Approved.

 
N 052 02126 21. LAND REAR OF STYLES FOTHERBY
Councillors noted that the application will be presented to the planning committee on Thursday 4 August 2022. The Parish council asked under what authority ELDC are continually postponing the date the meeting will go to the Planning meeting. Cllr Mossop referred the Parish council to SP2 Page 23 of ELDC core strategy.
 
The Parish council proposed that the planning committee should consider making policy amendments to the Core Strategy when next up for review to ensure that there is a cap on the time that applicants can resubmit more information to support their initial application and thereby prevent lengthy delays on reaching a planning decision. This would reduce the frustration for residents directly affected by applications. Cllr Chen would email Cllr Mossop with proposals to amend the next Core strategy documents.
 
 
74/2022. JUBILEE FUNDING
Cllrs noted and acknowledged with thanks that Jubilee Funding of £800 had been awarded from LCC. A cheque would be raised for £800 payable to Fotherby Jubilee Committee when this funding is received.
75/2022. FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT
The clerk was requested to ask for an update. Cllr Sutton had obtained the documentation from the previous chairman.
Action: Clerk to contact Cllr Sutton.
76/2022. UPDATE FROM FOTHERBY COMMON
Mrs Chester reported that since the planting of trees at the beginning of the year there had not been a need for further volunteer work. The newly planted trees are looking healthy. Immediate action had been taken to treat the Hemlock at the common, and warning tapes and notices had been put up. However, disappointingly the warning signs and tape had been removed by an unknown person. It is hoped that these will be returned. It is planned to undertake the next stage of work at the common in the winter. Thanks were given to Mrs Chester and the volunteers for all their dedicated work to maintain the Common on behalf of the village and visitors to the area.
 
77/2022 LITTER STRATEGY
Cllr Mossop had requested an additional bin for Fotherby. If a free bin was not available Cllr Mossop would fund out of the Councillors grant fund. It was proposed that this be placed near to Styles Bus Shelter.
Action: Clerk to contact Cllr Mossop for a date for installation
Cllr Ensell noted that the historic issue of fly tipping at North Elkington Lane (gated end, west of the A16) had been removed by ELDC around 6 months ago and that this had been a significant step in removing this debris. Within 3 weeks, a further batch of commercial waste was dumped behind the locked gates where the lock was cropped. Following confirmation that the gated area was not required to access adjacent farmland, it was proposed that heavy concrete blocks be purchased and placed against the gates to prevent further tipping. The Parish Council would review the cost of installing concrete blocks at the area with support from ELDC. A further incident of tipping of asbestos waste had been reported on Main Road in the gateway to the pony field towards the Louth junction. Discussion took place regarding further options to prevent fly tipping including the use of warning signs to deter offenders.
78/2022. FILE RETENTION
The clerk would liaise with Cllr Hunter regarding storage of Parish Council files.
79/2022. CONDITION OF ROAD FOTHERBY TOP
Historically LCC had agreed to resurface the road on a once only basis, but the landowner had considered that the work had not completed to a satisfactory standard. Cllr Giles the previous Chairman had worked very hard to try to progress the issue. Cllr Sutton had obtained the files of information from the previous chairman. This matter would be deferred to the next meeting.
80/2022. HIGHWAYS. CUTTING OF TREES. ALLENBY CRESCENT
A parishioner required access to his field with large agricultural machinery. The clerk would request that the Highway’s Team sympathetically cut the overhanging oak trees (the Bemrose Oaks) after the bird nesting season has completed in the Autumn and include the hedge/shrubbery further down Allenby Crescent on the same side of the road as the oak trees. In the meantime, the resident who required access in August and with the support of Cllr Mansfield, would contact the owner of the willow tree regarding access.
81/2022 TO AGREE TO AMEND THE START TIME OF MEETINGS.
Cllrs agreed to amend the start times of meetings to 7.30 pm.
82/2022. DATE OF NEXT MEETING
The next meeting would take place on Monday 1 August 2022 at 7.30 pm.
