FOTHERBY PARISH COUNCIL
MINUTES OF A MEETING OF A MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 5 JULY 2021 IN ST MARYS CHURCH.
Present: Cllr T Giles, (Chairman), Cllr L Sutton, Cllr T Wait, Cllr T Hunter, Cllr C Chen
In attendance: Cllr E Mossop (ELDC), Cllr A Hall (LCC), Mrs V Davies (clerk).
Five parishioners were present.
80/2021. APOLOGIES FOR ABSENCE
There were no apologies for absence.
81/2021. DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
None were declared.
82/2021. APPROVAL OF MINUTES OF 4.5.21.
Proposed Cllr Sutton seconded Cllr Hunter that the minutes be approved. The Chairman signed the minutes.
83/2021. CLERKS UPDATE
a. Annual Governance and Accountability Return
The internal audit report completed by the internal auditor has been distributed to Councillors. There were no issues raised.
b. Quotation for additional litter bin
LCC require that a request form is completed prior to giving a quotation. Cllr Chen would note where the litter bins were located. Action Clerk to send the documentation to Cllr Chen.
c. Highways fault report. Overgrown vegetation on footpath Peppin Lane to Little Grimsby
No immediate action would be taken with this issue because under the guidelines of Natural England LCC are unable to cut back hedges during the bird nesting season.
d. Insurance quotation.
The Parish council had taken out insurance with Zurich £375.27. The quotation from Came and Company our previous insurer was £470.
e. Speeding in the village.
A parishioner had raised this issue of speeding in the village. The speed detector device would be moved to the centre of the village. Parishioners were encouraged to report any speeding to the police. The Parish council had previously discussed the feasibility of operating a speed camera run by volunteers.
The handyman had completed works on the bus shelter.

TO EXECUTE REVIEW OF EFFECTIVENESS OF INTERNAL AUDIT
Councillors noted the Internal Audit Report. There were no issues raised.
85/2021. TO RECEIVE AN UPDATE ON THE SCHEDULE OF VILLAGE MAINTENANCE.
The repairs had been completed on the bus shelter.
86/2021 PLANNING
N/052/00541/21 - LAND ADJACENT TO THE WOODLANDS, MAIN ROAD, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TD. Change of use of land for the grazing of horses, creation of manege for private use with flood lighting. The Parish council had submitted comments at the last meeting. This had been approved.
N/052/00982/21 - EXTENSIONS AND ALTERATIONS TO EXISTING DWELLING NAMED ADZAM TO PROVIDE ADDITIONS LIVING SPACE AND A CAR PORT, TO INCLUDE A LINK TO THE ADJOINING PROPERTY NAMED WYTHEME. The Parish council had no comments to make.
N/052/01401/21 ROWAN, WOLD VIEW, FOTHERBY, LOUTH, LN11 0TF - Single storey rear extension and alterations to existing dwelling to provide additional living accommodation. The Parish Council had no comments to make.
87/2021.FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
Cllr Sutton had forwarded information to Cllr Mossop who would progress the matter when further information was available. A parishioner had reported the flooding on 3 occasions to Anglian Water over recent weeks. In future he would also send information to Cllr Mossop.
88/2021. SPEED SIGN, SID RESPONSE FROM LCC.
This was in progress.
89/2021 UPDATE FROM FOTHERBY COMMON WORKING PARTY
Mrs Chester submitted proposals for work to be completed at the common The two independent tree surgeons who had attended had proposed that the common be divided into zones and for a period of 6 or 7 years, with one zone to be dealt with each year. Within that zone, most of the trees would be felled and one or two trees in the zone would be left intact. Once the felling had been completed in the zone, replanting of other species of plant would take place. The next year a zone in another part of the wood would be dealt with. The smaller felled material would be used for dead hedging. The larger felled wood would be used for firewood by the volunteers. The parish council was asked to commit to a tree management programme with 6 or 7 zones over a period of 6 to 7 years.
A parishioner asked what the costs to the parish would be on an annual basis. Mrs Chester advised that if the felling was completed by a volunteer the only other costs would be to replant trees (although some of this may be covered by funding). A further quotation had been received from a tree surgeon with a daily rate of £420 per day.
The Parish Council requested Mrs Chester was to formulate an outline 7 year plan of works to present to councillors to include an indication of the costs involved.
90/2021 TAKE YOUR LITTER HOME SIGNAGE
The parish council would complete the litter bin request form when information regarding the current location of bins was available. Cllr Chen advised that a litter pick may be organised by the Jubilee Committee in conjunction with a community push on litter picking.
91/2021 VANDALISM IN THE VILLAGE.
There were reports of incidents of vandalism. Parishioners were requested to be vigilant.
92/2021 DATE of NEXT MEETING
The next meeting would take place on 2 August 2022 at 7pm.
93/2021 DISCUSSION PERIOD - OPEN MEETING
The following items were raised.
Flower boxes attached to bus shelter near Style were in poor repair.
The seat near the flagpole required painting.
The Allotment Hedge on the bend on Peppin Lane was overgrown. Action Clerk to contact the allotment holder.
The condition of the seat the dock and seat at Allenby Crescent was raised. There was also an issue of grass around the seat. This issue had been raised with highways.
The issue of weeds at Fotherby Dock was raised. The Parish Council would address this issue and contact the contractor if required.
Cllr Alex Hall our new county councillor was welcomed to the meeting.
The meeting was closed at 20.00.
