MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 5 JUNE 2023 AT ST. MARY’S CHURCH.

 
Present: Cllr S Mansfield (Chairman), Cllr T Hunter, Cllr K Ensell, and Cllr L Sutton, Cllr C Chen.
 
In attendance: Mrs V Davies (Clerk)
 
The meeting commenced with an open forum. 8 residents were present.
 
OPEN FORUM
 
There was an opportunity for planting of trees as part of the community orchards. Fruit, non-fruit, and hedgerow were available. The clerk was asked to request 20 trees (10 fruit and 10 other non-fruit trees).
 
 
75/2023 APOLOGIES FOR ABSENCE
Apologies were received from ELDC Cllr Mossop and LCC Cllr A Hall.
 
76/2023 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
 
There were no declarations of interest. Cllrs had completed their declarations of interest upon acceptance of office. Cllrs confirmed there were no changes to the declarations of interest.
 
77/2023 APPROVAL OF THE MINUTES OF 15 MAY 2023.
 
Cllr Hunter proposed, seconded Cllr Sutton approval of the minutes of 15 May 2023. Cllr Mansfield signed the minutes.
 
78/2023. PLANNING
There was an appeal submitted for planning application N052/02126/2. Land at rear of Styles Furniture, Main Road, Fotherby. Cllr Mansfield advised that it could take 6-8 weeks for the appeal to be validated and an Inspector be appointed. At this stage, the planning department will write to all persons who had objected to the application to advise of the appeal.
Discussion took place regarding the planning conditions relating to Planning application N/052/01958/16 & N/052/00676/17 residential properties in Peppin Lane Fotherby.
Frustration was expressed regarding recent communications with East Lindsey District Council planning department regarding the two applications mentioned above.
79/2023 CLERKS UPDATE.
 
All relevant documents including the NIL expenses forms regarding the recent elections had been posted to Election Team at East Lindsey District Council.
 
A letter of thanks had been received from Fotherby Jubilee for the parish council providing the toilets for the coronation celebrations at Mawes Farm.
80/2023 MATTERS ARISING FROM THE ACTION PLAN
 
The action plan had been updated.
 
81/2023 FINANCE
 
Proposed Cllr Sutton seconded Cllr Ensell approval of the cheques below:

PROPOSAL
There were no further requests for expenditure.
 
82/2023. FOTHERBY COMMON UPDATE
Further wood chippings had been delivered and a working party had been arranged to spread these along the footpaths. Unfortunately, a controlled weed had been identified again and this had been sprayed where hazard tape had been used to cordon off the main area. Notices had been placed warning dog walkers not to let dogs run off the leads. Thanks were given to Cllr Hunter for spraying the weeds.
83/2023 LITTER STRATEGY
Thanks were given to Cllr Ensell in continuing to press external agencies for support to help minimise litter in the village and for the ongoing litter picking by the 10-12 volunteers litter-picking across the village. The village is substantially litter-free now for the benefit of residents and visitors, but low-level maintenance but regular litter picking must continue to be encouraged to prevent a reversal of the current high standards.
Cllr Ensell had contacted the Police Commissioner regarding the alcohol litter on behalf of the parish council and an open complaint about the absence of a suitable police response was being managed.
The litter signs are ready for collection and would be in place soon.
There had been many positive comments from parishioners regarding the improvement to litter issue.
There had been no response from the fast-food outlets (McDonalds, Starbucks & KFC) at the industrial park to confirm their policy in educating their customers not to drop litter on leaving their premises.
Cllr Sutton would obtain a quotation for a further litter bin near Styles Furniture.
84/2023. FOTHERBY TOP ROAD
Kyra Nettle, the LCC Highways officer had provided a specification for the road surface. Cllr Ensell had produced a draft flyer seeking support from the village to pursue a funding bid from funding source which would be enclosed in the July keyhole. It was emphasised that there would be no funding from the parish precept and if the funding bid failed, then the opportunity would be abandoned. Cllr Ensell will draft a bid for circulation for approval in anticipation of submission of a bid in due course.
85/2023 VILLAGE ASSETS
Cllr Mansfield had been approached by an allotment tenant requesting widening of entrance for access. Following detailed discussion, this request was not approved as there was concern about the narrowness of the road.
Cllrs Mansfield had contacted Louth Interskill for an updated quotation for No 4 shelter by the dock and shelter No 2 near Allenby Crescent. This would be provided as soon as possible.
Cllr Mansfield had noted that various road signs around the village were overgrown. 30 mph signs were faded or had fallen. It was proposed that Cllrs inspect the signage and decide any remedial actions including replacements.
86/2023 UPDATE ON S.I.D.
Cllr Sutton had made attempts to contact the small business but had not been successful. He would continue attempts to recover the SID.

The next meeting will take place on Monday 3 July 2023.
