MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 5 SEPTEMBER 2022 AT ST. MARY’S CHURCH.
Present; Cllr Hunter (Vice Chair and Chair for the meeting), Cllr Wait, Cllr K Ensell, + Cllr C Chen

The meeting began at 18:55 hours with an open forum.
A parishioner had spoken to ELDC Cllr Aldridge (ELDC for Holton Le Clay) who would have liked to attend the meeting. However, the meeting clashed with another meeting. There had been a good turnout at the planning meeting from Fotherby residents. Thanks were given to the residents who had worked hard on the planning application - Ted Giles, Cllr Lee Sutton, Cllr Chen, Nicholas Ball and Karen Sutton. A parishioner was unhappy that Cllr Hall had abstained from the planning vote.

Apologies were received from Cllr S Mansfield, Cllr L Sutton.

There were no declarations of interest.
103/22 APPROVAL OF THE MINUTES OF 1 AUGUST 2022.
Cllr Hunter proposed, seconded Cllr Ensell approval of the minutes of 1 August 2022. Cllr Hunter signed the minutes.
104/22 CLERKS UPDATE.
A plan of the allotments has been produced by Cllr Mansfield for the benefit of the parish records.

106/22. PLANNING
N 052 02126 21. LAND REAR OF STYLES FOTHERBY
The parish council noted that the application had been refused. The next steps forward were discussed.
107/2022. FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT
The previous Chairman Mr Giles would advise when there was progress. Cllr Sutton had received information from Mr Giles.
108/2022. UPDATE FROM FOTHERBY COMMON
There was no update on future works. After the last meeting parishioners had dismantled the wigwams and returned the poles to the footpaths. Notices had been erected requesting that the edges of the footpath were not removed.
109/2022 LITTER STRATEGY
The litter strategy had been circulated by ELDC and an entry had been included in the LALC news. Cllr Ensell agreed to draft an article for Keyhole to help publicise the strategy and to begin steps to implement elements of the strategy including an effort to gain helpers to act as litter wardens in each road. It was noted that the village and approach roads are virtually litter free and so any volunteer’s effort would be minimal to maintain the current litter-free standards.
The warning notices had been erected near litter and fly tipping hotspots. Cllr Ensell noted that a mattress tipped at the Brackenbrough junction had been reported to ELDC Cleansing Team. This had been collected. Cllr Ensell thanked the ELDC Cleansing Team for their diligence and support to remove this mattress and any other large items found in hedgerows and verges in the last 12 months.
110/2022. CONDITION OF ROAD FOTHERBY TOP
Cllr Ensell had contacted the Big Lottery and received a constructive response. A bid for funding above £10k cannot be progressed directly by the Parish Council as the land is not owned by the Parish Council. Previously the Parish Council had enquired with the land registry, but the owner was not registered. A bid by the Parish Council might be considered with the consent of the landowner. Cllr Ensell considered that there may be options to pursue a bid despite the landowner not being identified directly but these options may not lead to a bid being successful. Cllr Ensell to discuss next steps with Cllr Mansfield.
111/2022. HIGHWAYS. CUTTING OF TREES. ALLENBY CRESCENT
The request to cut the Bemrose Oaks was rejected by highways as not required. It was noted that the willow had been trimmed with consent of the owner and that access had been improved. This matter was considered closed.
Highways had responded that the overgrown hedges on the left-hand side when entering the village were the responsibility of the landowner.
112/2022 BUS SHELTERS UPKEEP
This item was deferred. It was proposed that a team of volunteers would complete minor maintenance works on the bus shelters.

The next meeting would take place on Monday 3 October 2022 at 7.30 pm.

Cllr Chen raised the matter of discussing the local plan.
