Minutes of a meeting of Fotherby Parish Council held on Monday 6 December 2021 November at St. Mary’s Church.
Present; Chair Cllr Giles, Cllr Sutton, , Cllr Chen, Cllr Wait.

Ten The meeting began at 18:55 his with an open forum
A Parishioner raised the issue of the salt bins. The bins had currently got salt in. However, the salt to replenish them which was stored by a parishioner had now run out. The clerk had arranged for a further salt to be delivered directly to the parishioner and would chase this.

Apologies for absence were received from Cllr Hunter.
145/21 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
146/21 Approval of the minutes 1 November 2021.
These were approved Proposed by Cllr Waite and Seconded by Cllr Sutton and carried unanimously.
147/21 Clerks update. Discussion tool place regarding meeting dates for 2022

The Fotherby Jubilee Committee will inform the Parish Council when they had decided on Jubilee celebrations for next year.
The clerk had been contacted by a Fotherby resident who wants to go on the allotment waiting list.

Cllrs noted that the clerk had not claimed for mileage for the meeting on 6.12.21. She had contracted COVID and had been unable to attend the meeting on 1.11.21. The cheque for her expenses (including travel expenses had already been prepared). Therefore the travel expenses for the meeting on 6.12.21 was included in the expenses cheque no 1257.
Cllrs noted the Monthly Reports. The Chairman had verified the bank reconciliation.
149/21 TO DISCUSS/APPROVE THE BUDGET FOR 2022/23
Cllrs considered a draft budget for 2022/23. A 10% increase had been proposed for the majority of expenditure. Cllrs suggested that an increase of 6% would be more appropriate. However the proposed budget would represent an increase of just under £4 per household. Parishioners were asked if they considered this increase was acceptable and there were no objections.
The budget would be discussed at the next meeting.
150/21 PLANNING.
N/052/02126/21. CHANGE OF USE OF LAND FOR THE SITING OF 26. STATIC CARAVANS/LODGES.LAND AT THE REAR OF STYLE FURNITURE, MAIN ROAD, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TD.
Cllrs noted that there were approximately 143 comments on this application. The clerk would email to ask if the Parish Councils comments could be consultee comments
Following an amendment to the planning application, The Parish Council agreed to submit additional comments.
N/052/02322/21. Planning Permission - Extension and alterations to existing dwelling to provide additional living accommodation and a detached double garage.
GRINDSTONE LODGE, PEPPIN LANE, FOTHERBY, LOUTH, LN11 0UW
The Parish Council had no comments.
151/21 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
There had been no developments.
152/21 FOTHERBY COMMON WORKING PARTY.
Cllr Giles had met with Cllr Hall to view the issue with the deterioration of road to Top Farm, Fotherby. There was no progress as yet.
Mrs Chester reported that the felling licence application is still being considered and no tree felling would not commence until this had been received.
Amendments would be requested to the grass cutting contract for the Common at renewal to ensure the contract is fit for purpose. This would included the issue of spray weeds at the common.
153/21 LITTER STRATEGY.
It was proposed to change some of the Dog Waste Bins to standard Litter Bins. Cllr Chen highlighted suitable bins to change from Dog Waste to Full size bins as follows:-
Bus shelter by Styles.
Next to Fotherby Dock.
The bin across from the bus shelter by Allenby Crescent.
Cllr Chen would investigate costs involved.
154/21 Parking at the Bus Stop adjacent to Fotherby Care Home.
There had been no developments.
155/21 VILLAGE MAINTENANCE.
An invoice had been received from the village handyman. This would be deferred until the next meeting. It was resolved that Cllr Sutton and Cllr Chen would go to view the works against the invoices.
In future volunteers would be requested to work on the bus shelters.
156/21 SID SIGN.
Cllr Sutton advised that he would order a replacement battery for the SID. At an estimated cost of £40
