MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 6 MARCH 2023 AT ST. MARY’S CHURCH.
 
Present: Cllr S Mansfield (Chairman), Cllr T Hunter, Cllr K Ensell, and Cllr C Chen.
 
In attendance: Mrs V Davies (Clerk) ELDC Cllr Mossop,
 
The meeting commenced with an open forum. 3 residents were present.
 
OPEN FORUM
 
The clerk would order 3 poppy wreaths in readiness for Remembrance Sunday to honour those who fell and are buried in the village. Action: Clerk.
 
Cllr Mansfield thanked Cllr Hall for progressing repairs to the handrails and removal of the temporary plastic barriers at the end of Elkington Lane down to the A16. The area was much improved.
 
Clerk to contact the grass cutting contractor to confirm that the first grass cut would take place in March and before the Easter church service. Action Clerk.
 
The Jubilee Committee had decided to start a “carpet of snowdrops” throughout the village as a dedication to Queen Elizabeth which will spread across the village. Cllr Mossop had snowdrops available and arrangements would be made to collect. The PC thanked Cllr Mossop for his kind offer.

28/2023 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
 
There were no declarations of interest.
 
29/2023 APPROVAL OF THE MINUTES OF 6 FEBRUARY 2023.
 
Cllr Hunter proposed, seconded Cllr Ensell approval of the minutes of 6 February 2023. Cllr Mansfield signed the minutes.
 
30/2023 CLERKS UPDATE.
 
The tenancy agreements for the allotments would be delivered by Cllr Mansfield with a covering letter from the Parish Council.
 
Cllr Sutton had seconded the proposal that the parish council to pay for toilet hire for the Coronation celebrations planned for the village in May.
 
31/2023 Election Process
 
Cllrs would complete the nomination forms for the Parish Council elections. As forms must be handed in in person, Cllr Mansfield offered to deliver the nomination forms to East Lindsey District Council offices in Horncastle if councillors gave their completed forms to him by Sunday 19 March.
 
32/2023 FINANCE

Cllrs agreed to the purchase of 3 Poppy wreaths in good time for November.
33/2023. PLANNING
There were no planning applications.
34/2023. LOCALISED FLOODING ISSUES
Cllr Mansfield had delivered letters to the owners of the properties affected by internal flooding in Allenby Crescent and explaining the extensive survey and remediation works taken by Anglian Water (AW) in recent months with anticipated next steps. It was noted that following the liaison work done by the Council with AW, significant progress had been made and that any further works were now with residents and in the hands of Anglian Water. In respect of surface water running from adjacent land at the rear of the same properties, Cllr Mansfield had spoken to the landowner who would take steps to improve drainage and seek to prevent run-off into gardens. In addition, Cllr Mansfield had spoken to the landowner of the fields opposite the affected properties to carry out some simple ditch clearance and create a simple roadway drainage channel to remove heavy rainfall off the Allenby Crescent roadway at the low point. This remains on the Council action log to monitor progress.
35/2023. UPDATE FROM FOTHERBY COMMON
The tree surgeon would be attending to complete the second stage of felling. A volunteer working party would be arranged on a separate occasion.
36/2023 LITTER STRATEGY
There had been four further incidents of fly tipping in North Elkington Lane west. Cllr Ensell reported that there had been good engagement with ELDC and the fly tipping had all been removed promptly. ELDC were thanked for their prompt response. Several parishioners had approached the council to request litter pickers and sacks. The Council thanked these volunteers for their support in helping to keep Fotherby litter free. Cllr Ensell would investigate the possibility of temporary roadside signs to inform drivers of Fotherby’s status as a litter free village and the work of voluntary pickers. Action Cllr Ensell. Cllrs noted that Fotherby by-pass had been partially litter picked following collaboration with ELDC. The east side remained to be completed but the works was dramatically improving the environment on the principal route through the parish and into Louth.
37/2023. CONDITION OF ROAD FOTHERBY TOP
Cllr Mansfield, Cllr Chen and Cllr Ensell had had a further virtual meeting with Kyra Nettles, Highways Manager LCC in an effort to find a way to improve the road surfacing near the woodland top and to agree future ownership. Kyra Nettles has been extremely engaged and the meetings have been very positive. The Council’s ambition remains to seek funding from various sources including the Lottery Fund to improve access to this valuable village asset. It was note that any works would not impact the precept for residents.
 
38/2023. VILLAGE ASSETS
Cllrs noted that the paint is peeling off No 4 shelter by the dock. It was planned that No 2 bus shelter (Allenby Crescent) and No 4 bus shelter at Fotherby Dock would be refurbished in the next financial year. Action Cllr Mansfield to contact Louth Interskill to request an updated quotation.
39/2023. GRANT FUNDING
The clerk advised that funding East Lindsey grant funding is available for a range of community improvements including work proposed for access improvements to Fotherby Top. Grant applications for ELDC need to have support from the village community and that this must be based on feedback from questionnaires. There was discussion as to how best to issue the questionnaires and understand the level of support within the village. Action: Cllr Ensell to draft a questionnaire.
40/2023. DATE OF NEXT MEETING
The next meeting will take place on Monday 3 April at 7.30 pm.
41/2023 ANY OTHER BUSINESS
Cllr Ensell had drafted an action log to help track outstanding matters and that this log would be updated during the month, reviewed at each meeting by the Parish Council and remaining open actions issued with the Minutes.
