FOTHERBY PARISH COUNCIL
 
MINUTES OF A MEETING OF A MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 6 SEPTEMBER 2021 IN ST MARYS CHURCH.
 
Present: Cllr L Sutton (Vice Chair and chair of the meeting), Cllr T Wait, Cllr T Hunter, Cllr C Chen,
 
In attendance: Cllr E Mossop (ELDC), Mrs V Davies (clerk).
 
Five parishioners were present.
 
OPEN FORUM.
A parishioner pointed out that additional bins are just one part of the litter strategy. It was resolved that the litter strategy will be discussed at a later date.
105/2021. APOLOGIES FOR ABSENCE

106/2021. DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
107/2021. APPROVAL OF MINUTES OF 5.7.21.
 
Proposed Cllr Hunter seconded Cllr Sutton that the minutes be approved. The Chairman signed the minutes.
 
108/2021. CLERKS UPDATE
 
Weeds at Fotherby Dock (pavement by fence). The Clerk has contacted the contractor who had resolved the issue.
 
The clerk had raised the issue of parking in the lay-by opposite Fotherby Care Home. The clerk had contacted Parking enforcement department at Lincolnshire County Council and LCC highways. The only way to restrict parking is to request a Traffic Regulation Order via our county councillor. The clerk had contacted Cllr Hall (LCC) regarding this matter who would investigate. The clerk had also written to Stagecoach Bus Company.
 
The VAT reclaim for £224.06 relating to VAT paid 1.9.20 to 31.3.21 had been received.
 
The chairman had alerted Highways to the displaced drain cover opposite White Lodge. It was fixed within 24 hours and the Chairman had sent them a thank you.

Proposed Cllr Hunter, seconded Cllr Sutton approval of the expenditure.

110/2021. PLANNING
To note
N/019/01594/21 THE MANOR HOUSE, FOTHERBY ROAD, LITTLE GRIMSBY, LOUTH, LN11 0UU. Planning Permission - Extension and alterations to the existing dwelling to provide a link to the detached garage with living accommodation over
N/019/01685/21 - BRACKENBOROUGH LAWN, CORDEAUX CORNER,
BRACKENBOROUGH, LOUTH, LINCOLNSHIRE, LN11 0SZ. Section 73 application in relation to condition no. 5 (occupancy) and condition no. 6 (register of occupancy) as imposed on planning permission reference no. N/019/01569/09 which was for
outline erection of 137no. holiday lodges and associated works.

Cllr Mossop who would progress the matter when further information was available.
 
112/2021 UPDATE FROM FOTHERBY COMMON WORKING PARTY
 
Mrs Chester reported that she had met with Helen Gamble of LWCS to discuss the intended application for a small projects with grant value of to £1000 which is available for any work planned up to February 2022.
 
 
a tree surgeon had agreed to complete the felling work as a volunteer, therefore at no charge. For the application the quote received from the other tree surgeon would be used.
 
The other costs to be included in the grant application would be:
 
Hire of chipping machine for the first felling programme only.
A second collection of native woodland spring flower bulbs to bulk up the stock planted earlier this year.
The purchase of volunteer tools, which would become the property of the Parish Council, thorn-proof gardening gloves, 21 inch bow saws, extendable loppers. These would ensure that volunteers were using the correct tools for the task and would not need to carry their own tools to the site and the tools would be available for any similar work to be done elsewhere in the parish.
 
The purchase of native hardwood trees, *rowan/holly/hazel) to establish an under-storey of growth within the woodland. Protection and support for these would be needed too.
 
Mrs Chester had already begun the process of collecting estimated costs for this grant application and would complete the necessary online application and get a paper copy signed off by Cllr Hunter. Helen Gamble would be meeting the area Woodland Officer of the Forestry Commission to begin the process of acquiring a felling licence for the work.
 
In future years the cost to the Parish Council would be minimal in that the felling would continue to be carried out free of charge, the volunteer equipment would be available and the felled trees would be regrowing to continue building the under-storey. The only cost in the future would be the hire of a chipping machine and other bulbs, plants or trees that would need planting. The major investment so far and will continue to be is the time invested in the project by the volunteers from the village. So far this year 91 man hours have been given.
 
A councillor questioned that the Parish Council had not yet agreed to commit to long term expenditure and was concerned about future funding and future expenditure. Mrs Chester advised that future funding may be available in future financial years for the common. In addition, there were other grant funding bodies which could be applied to in future years.

 
At the next Parish Council meeting the Parish Council would confirm by resolution the agreements made regarding expenditure at the Common.
 
113/2021 LITTER STRATEGY
 
The clerk would submit the form for quotations for additional bins.
 
114/2021 TO RECEIVE AN UPDATE ON THE SCHEDULE OF VILLAGE MAINTENANCE.
The Parish Council approved the quotations received for the Style shelter, the Dock seat and the Allenby Crescent seat. Cllrs approved the roofing medium for the bus shelter. Black Coroline sheets (giving a cost of at a cost of £86.00 for this part of the works). Total expenditure approximately £450 including VAT.
 
115/2021. LCC FUNDING FOR TREES.
 
Action: clerk to contact LCC to verify if funding is still available.
 
116/2021. SID SIGN ISSUES.
This had been addressed by Cllr Sutton. It is thought that a replacement battery was required. Action: Cllr Sutton to investigate.
