MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 7 NOVEMBER 2022 AT ST. MARY’S CHURCH.
Present: Cllr S Mansfield (Chairman), Cllr T Hunter, Cllr K Ensell, Cllr L Sutton and Cllr C Chen,
In attendance: Mrs V Davies (Clerk) ELDC Cllr Mossop. LCC Cllr A Hall
Four Parishioners present
The meeting began at 19:25 hours with an open forum.
The noticeboard was being refurbished by the Louth Men’s Shed. In the meantime, PC notices had been published on the Fotherby community Facebook page.
129/2022 APOLOGIES FOR ABSENCE
There were no apologies.
130/22 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
131/22 APPROVAL OF THE MINUTES OF 3 OCTOBER 2022.
Cllr Sutton proposed, seconded Cllr Ensell approval of the minutes of 3 October 2022. Cllr Mansfield signed the minutes.
132/22 CLERKS UPDATE.
Cllr Mansfield has arranged for the noticeboard to be refurbished at his cost by Louth Men’s Shed.
Highways’ fault. Ref 43014: Overgrown hedgerows alongside the field on Louth Road next to the pony field. Photos have been submitted to highways showing that the bushes are on highway land.
Cllrs ratified the Complaints policy.
133/22 TO CONSIDER/AGREE THE BUDGET FOR 2023/2024
Cllrs considered the budget drafted by the clerk and Cllr Ensell. Two options were tabled, and discussions took place. It was agreed that Cllr Ensell would rework the calculations to create a 3rd option for consideration. This decision was deferred until the next meeting.

135/22. PLANNING
There were no applications.
135/2022. FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT
There was no update. Cllrs resolved to have a fresh determination to try to resolve the flooding matters as far as possible given that the PC does not own the assets affected.
136/2022. UPDATE FROM FOTHERBY COMMON
Mrs Chester was waiting for the tree surgeon to commence work. Thanks were given to Mrs Chester and all the volunteers for their diligence in keeping the Common in good order.
137/2022 LITTER STRATEGY
Cllr Ensell had had some success with recent fly tipping events and was working with the enforcement officer and Cllr Mossop. In respect of two events in and around North Elkington Lane West, evidence had been gathered by the ELDC Enforcement Officer and witness statements taken. Thanks were given to Cllr Ensell and Cllr Mossop.
An article on the litter strategy will be published in the spring edition of Keyhole following which more activity will follow.
138/2022. CONDITION OF ROAD FOTHERBY TOP
A bid for funding above £10k cannot be progressed directly by the Parish Council as the land is not owned by the Parish Council. Previously the Parish Council had enquired with the land registry, but the owner was not registered. A bid by the Parish Council might be considered with the consent of the landowner. Cllr Ensell considered that there may be options to pursue a bid despite the landowner not being identified directly. A letter had been drafted by Cllr Ensell and Cllr Chen. The clerk would send this to the Chief Solicitor at LCC asking for permission to apply for a grant without prejudice where this did not commit the parish council or LCC to future liability for the road.
139/2022. HIGHWAYS. CUTTING OF TREES. ALLENBY CRESCENT
Overgrown hedge on the left-side when entering village. The clerk had submitted the photograph to Highways showing the location of the hedge. It was noted that the Bemrose Oaks had been trimmed on the roadside and that access down Allenby Crescent was entirely satisfactory for any vehicle.
140/2022 BUS SHELTERS UPKEEP
Proposed Cllr Mansfield, seconded Cllr Ensell to ratify the email decision to refurbish two bus shelters at a cost of £560 including VAT. Interskill, Louth would commence work on two bus shelters soon which will bring these up to an excellent standard of repair. The Parish council noted that the bench near the Dock had been damaged. Costs of replacement had been met by the driver. Cllr Mansfield confirmed that the name plate had been recovered and will be affixed to the new bench.
