FOTHERBY PARISH COUNCIL.
MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY OCTOBER 2024 AT 7.30 IN ST. MARY’S CHURCH
Present: Cllr Steve Mansfield (Chair), Cllr Lee Sutton, Cllr Kevin Ensell, Cllr Tim Hunter.
In attendance: Mrs. Viv Davies (Clerk), ELDC Cllr E Mossop.
The meeting commenced with an open forum. 3 residents were present.
OPEN FORUM:
Cllr Mansfield advised that he had attended the LALC AGM meeting on zoom.
A letter was read out where it suggested devolution is progressing for the Lincolnshire County Councils.
Keys for the small noticeboard at the layby have been obtained and leaflet refreshed
Remembrance Day would be commemorated on 8 November. The parish council are grateful for members of the public offering to lay wreaths for the Fotherby men who lost their lives in the war. The clerk would order an additional wreath for Remembrance Day.
The issue of the dangerous tree in Peppin Lane, was being addressed by Lincolnshire County Council, ’Fix My Street.’
134/2024 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Christina Chen. Cllr A Hall.
135/2024 CO-OPTION OF COUNCILLOR.
Proposed Cllr Mansfield Seconded Cllr Ensell and agreed by all councillors to co-opt Neil Tomlin as a Councillor. Cllr Tomlin signed the Declaration of Acceptance of Office.
136/2024 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
137/2024 APPROVAL OF MINUTES OF 2.9.24
Cllr Sutton proposed, seconded Cllr Hunter approval of the minutes of 2 September 2024. Cllr Mansfield signed the minutes
138/2024 CLERKS UPDATE
Following research by a parishioner, a letter had been written & sent to the Post Office Minister to lobby about the provision of rural post offices including the return of a service to Fotherby.
139/2024 MATTERS ARISING FROM ACTION PLAN/MINUTES
Cllr Ensell had updated the Action Plan.
Cllr Hunter would arrange for the invoice for the room hire for Parish Council Meetings to be submitted by St Mary’s Church
140/2024 FINANCE
Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports. Proposed Cllr Sutton, seconded Cllr Ensell approval of the cheques below.

141/2024 FLOOD RISK ITEMS
FIELD DRAINAGE, REAR ALLENBY CRESCENT
An update had been received from the owners of the Allenby field confirming that the ponies had been removed pending access for drainage works. A contractor had been approached and subject to a satisfactory quotation, the works would commence soon.
142/2024 PLANNING APPLICATION
Appeal Reference, APP/D2510/W/24/3349119 An appeal has been made to the Secretary of State against the decision of East Lindsey District Council to refuse planning permission reference N/019/01685/21 for the Section 73 application in relation to condition no. 5 (occupancy) and condition no. 6 (register of occupancy) as imposed on planning permission reference no. N/019/01569/09 which was for outline erection of 137no. holiday lodges and associated works., relating to BRACKENBOROUGH LAWN, CORDEAUX CORNER, BRACKENBOROUGH, LOUTH, LINCOLNSHIRE, LN11 0SZ.
The Parish Council discussed the appeal and Cllr Mansfield would be submitting their objections to the Planning Inspectorate.
To Note. N/052/01191/24 - Erection of a detached granny annexe to be used as ancillary living accommodation to the existing dwelling. WITHYWINDLE, SHORT LANE, FOTHERBY, LOUTH, LN11 0TE. Granted.

There was no update.
144/2024 LITTER STRATEGY & FLY TIPPING UPDATE
Cllr Ensell reported that litter picking continues. There had been one incident of fly tipping of furniture near Brackenbrough corner. There had been no response from Cllr Hall regarding the request to reinvestigate the option to stop-up Short Lane west to traffic.
ELDC Cllr Mossop advised that East Lindsey had previously awarded the contract for litter enforcement to a contractor in conjunction with other local district councils including Boston. This contract was up for review. It was considered that the current contract had limited benefits especially in rural areas. Cllr Mossop was a member of the scrutiny committee and welcomed suggestions to improve the enforcement of litter and fly tipping.
145/2024 LINCOLNSHIRE COUNTY COUNCIL TRAFFIC CONTROL MEASURES
A parishioner had contacted Cllr Hall regarding the situation when the by-pass is closed. Traffic is diverted through the village which results in motorists speeding, even causing damage to parked vehicles. LCC had agreed to implement speed calming measures (larger 30 mph signs on lamp posts and white speed limit on the road.)
Discussion took place regarding vehicles parking in the bus stop lay by and safe egress from Church Lane. Cllr Ensell would sketch a proposal to provide yellow lines in and around the bus stop and Cllr Mansfield would contact Cllr Hall with the request.
146/2024 VILLAGE ASSETS
Cllr Hunter had contacted a local contractor about the excess bullrushes in the Dock. It was decided to remove a quantity of these in the next few weeks.
Cllr Hunter had obtained a quotation to replace the flower box at the entry to the southern end of the village. He shared the cost of using a galvanized trough instead of a wooden one. Using the metal alternative would possibly be cheaper and last much longer than a wooden one.
3ft (galvanized) - £88 plus vat
4ft (galvanised) £106.+ VAT.
5ft (galvanised) £116 + VAT.
Discussion took place regarding having a flower bed built but this was considered to be cost prohibitive. Proposed Cllr Mansfield, seconded Cllr Ensell to purchase the 4 ft galvanized flower box at a cost of £106 + VAT.
DOG BIN CLOSE TO MAWER'S FARM, PEPPIN LANE.
Cllr Mossop would chase up the request for the dog bin at the Dock to be relocated near to the old railway crossing. The Parish council would liaise with neighbouring properties regarding the location of the dog bin.
GRASS CUTTING
The revised grass cutting schedule had been distributed to Bush Landscaping. The Clerk would contact Bush Landscaping for an email response to the quotation so that budgets for 2025/26 could be considered correctly.
