Minutes of the Meeting of the Parish Council held on Monday, 1 April 2019 at St Mary’s Church

 

Present: Councillors Pridgeon, Cotterill, A Thompson, L Thompson, Odlin, and Cllr Tony Bridges (LCC)

 

Four Parishioners were present.

 

Introduction: Cllr Pridgeon welcomed everyone to the meeting.

 

The new clerk, Vivienne Davies was welcomed.

 

The Chair stated that item 2 of the agenda Julie Wetton (EDC) had been withdrawn from the

agenda.

 

Public Forum:

Parishioners raised the following matters for consideration and discussion:

 

The church yard and burial had been cut. The contract was for one cut in March with the cuttings taken away. The grass cuttings had taken place today in April but the cuttings had not been taken away. Action: Clerk to contact the contractor and to note that the March cut had not taken place.

 

A parishioner asked for the amount of the outturn of the budget for 2018/19 and asked for the reason for the increase in the precept. The parish council would come back to the parishioner.

 

A commemorative booklet was available commemorating the Remembrance Service last year “Fotherby Remembers” at £3 per copy.

3. Minutes of the Parish Council Meeting held on 4th March 2019

The minutes from the previous meeting were agreed as a correct record. Proposed by Cllr Cotterill – Seconded by Cllr A Thompson.


 

4. Matters Arising from the Minutes

4.1 Fence and Guard Rail repairs

Cllr Bridges would take the matter further.

4.2 Risk Management

The Parish Council considered that Risk Assessment had been undertaken as follows:-

Reviewing and updating policies and documents and procedures at each meeting and agreement to put on website.Reviewing dock maintenance contract and obtaining three quotes and assessing these

Agreeing precept after consultation with parishioners of items they wished us to consider and agreeing additional grass verges.

Councillor Training

Continuing to address parishioner identification of risks such as pot holes


 

The Parish council considered that the above demonstrated a commitment from the council and this is covered at every meeting.

 

5. Accounts

5.1 Amounts Received

No amounts had been received in March 2019.

5.2 Invoices to Pay

As per the summary the following invoices for payment had been received:

 

Wave £28.09

Allis Gardening Service £80.00

LALC £147.09

LALC £90.00

Clerks Salary and Expenses £175.32

 

 

Proposed by Cllr J Cotterill – Seconded by Cllr A Thompson. Councillor Pridgeon signed the summary of payments.

5.3 Accounts Summary

The clerk distributed the Accounts Summary. The clerk was requested to clarify the accounts with Councillor Lane.

Church invoice for grass cutting. The clerk will create an invoice for £650 in this respect.

 

6. Allotments – Rental Documents

 

The clerk reported that all the rental agreements and payments have been received.

 

8. Countryside Access Volunteer

The Clerk reported on the March 2019 update from the Countryside Access Volunteer, as follows:

 

Field traverses from Brackenborough across to Brackenborough Wood now sprayed, defining footpath direction.

 

Cutbacks to footpath from Fotherby Common to North Elkington through wood in the valley bottom, renders way more usable and defined.

 

Firmer going for horse riders along bridleway field traverses, but beware of “hoof holes” from earlier use.

 

Brief presentation of Countryside Access Volunteer work given at Utterby Annual Parish meeting on 20th March 2019

 

Action – Clerk to update Website pages accordingly.

9. Best Kept Village

Following discussion, it was agreed that the Chairman would refer to Fotherby entering the Best Kept Village.

Action: clerk to contact EDLC for a map. It was important to include the common within the red line.

 

Action: Clerk to contact CPRE for the application pack and ask if there are any promotional posters and ask about the criteria for the judging. Councillor Cotterill will arrange a flyer to involve as many parishioners as possible.

 

A litter pick would be required. Councillors agreed that this would take place on Saturday 1 June at 10am. Action: Clerk to organise a poster. Volunteers to meet at the dock at 10am on 1 June.

 

 

10. Bench and Bus shelter maintenance.

The Chair reported that Interskill were available to repaint the Bus Shelters in the Summer. There was also a broken PVC window in the bus shelter. Action: Councillor Pridgeon to organise the repair to the window at the same time as the Bench

 

11. Fly Tipping

 

There had been issues of Fly Tipping which had been dealt with.

 

12. Website.

 

The Best Kept village information will be entered onto the website.

The Clerk presented a summary list of correspondence received for March 2019 to Councillors – synopsis as follows:

11.3.19 letter from LALC regarding legislation to remove home address of Councillors from being published as part of Election process. Need to avoid disclosure of addresses.


 

Bulletins and Newsletters – The Rural Bulletin 12.3.19 and 19.3.19, LALC E-News 15.3.19, Community Lincs 15.3.19, LALC News 19.3.19 (All Circulated to Cllrs). The. Rural Bulletin would be re-circulated to Councilors


 

Retirement of Andrew Ratcliff LCC (Highways) Email received 12.3.19 from Cllr Bridges – Circulated to Cllrs on 12.3.19. Noted by Councilors.


 

Rural Strategy – email received 13.3.19 for Cllrs to sign up to campaign.


 

Notice of Vacancy for Cllr Lane – Displayed on Noticeboard and Website 18.3.19


 

Reminder about Clustering Questionnaire from LALC – To Be Completed by 26.4.19.


 

Email of 20.3.19 re Council Litter Pick – Great British Spring Clean taking place 22nd March to 23rd April 2019. Fotherby would arrange its own litter pick.


 

LALC Email received 29.1.19 – Councillor and Clerks Networking Day on 4th July 2019 in Lincoln.


 

Email from Parishioner re Knife Crime Incident (27.3.19 and 28.3.19) – all circulated to Councillors.


 

 

13. Insurance Renewal

The insurance renewal was due on 1/6/19. Paperwork was awaited. Action: Clerk to contact LALC to find out which companies deal with Parish Council insurance.

 

14. Planning

The Clerk reported that there were no planning notices.

 

 

15. Councillor Elections

Application packs are available. Nominations to be received by ELDC on 3.4.19 at 4pm.

 

16. Date of AGM

The AGM was rearranged to Tuesday 14 May at 7pm. Action Clerk to email the Church.
