FOTHERBY PARISH COUNCIL.
Minutes of a meeting of Fotherby Parish Council held on Monday 4 April 2022 at St. Mary’s Church.
Present;, Cllr Sutton (Chair for this meeting), Cllr Hunter, Cllr Chen, Cllr Wait.
In attendance: Mrs V Davies (Clerk), ELDC Cllr Mossop.
Five Parishioners present
The meeting began at 18:55 his with an open forum
The coffee morning in aid of the Ukraine disaster Coffee morning had raised £1350.
29/22 APOLOGIES FOR ABSENCE
Apologies were received from Cllr Giles.
30/22 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
31/22 Approval of the minutes of 7 March 2022.
Cllr Sutton proposed, seconded Cllr Waite approval of the minutes of 7 March 2022
21/22 Clerks update.
Cllrs resolved not to subscribe to the LALC Training fee and to pay for training on an ad hoc basis.
Cllrs noted VAT to be reclaimed = £841.52
Proposed Cllr Sutton, seconded Cllr Hunter to ratify the Risk Assessment with no changes made.
32/2022 MOWING/GARDENING CONTRACT RENEWAL.
Bush Landscaping had agreed to continue with the mowing contracts and had signed and returned contracts. Cllrs noted that the garden part of the dock is no longer covered by Bush Landscapes. At some stage the Parish Council will need to look for volunteers to look after the garden part of the Dock.
33/22 FINANCE
Cllrs noted that the payment of £157.32 to Foxhall Plant Hire was approved at 7 Feb Meeting. However the cheque was mistakenly issued for the net amount of £133.40 therefore requiring a further cheque to be issued.

The Parish Council noted the income summary of income received 2021-22.
Cllrs noted the Monthly Reports. Cllr Waite had verified the bank reconciliation.
TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL PROPOSAL
There were no further expenditure requests.
33/2022 JUBILEE FUNDING
The parish council proposed to pay for the provision of toilets for Jubilee Celebrations.
34/2022 TO APPOINT A TRUSTEE TO FOTHERBY ALMSHOUSES.
This was deferred until the next meeting.
35/2022 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
Cllr Giles had met with Miss Nettle from LCC and a representative from Anglian Water. The drain was jetted and examined. This had highlighted that there are tree roots in the pipe which is the responsibility of the owner. As a good will gesture ELDC and LCC would repair the damage to the pipe over the next few months.
A Parishioner advised that sewerage had been coming out from a manhole for 40 hours recently. This had been a continual issue. The Parish council resolved to arrange a meeting of interested parties. Cllr Mossop would raise this issue.
36/2022 TO RECEIVE UPDATE FROM FOTHERBY COMMON WORKING PARTY
A member of the Public who visited Fotherby Common regularly stated that the Common looked the best condition it had ever been. Thanks were given to Mrs Chester and the volunteers working on the common.
37/2022 LITTER STRATEGY.
A parishioner had developed a litter strategy. Cllr Giles had been chasing LCC to enquire if there was a LCC litter strategy. The Parish Council noted that LCC were planning to outsource using CCTV to police the strategy. It was proposed to await the LCC litter strategy. The Parish Council resolved to instal a new litter bin at the bus stop at Style. The type of bin would be changed at Long Acre and the Dock (currently a dog waste bin). It was proposed that Cllr Giles would source one new and two replacements bins. Cllr Mossop has suggested that ELDC donate a new waste bin to FPC. Outcome awaited.
38/2022 DATE FOR THE MEETING WITH DATE WITH PARISHIONERS.
This would take place on Tuesday 3 May at 7pm followed by the Annual Meeting of the Parish Council. Date of the next meeting- 3 May 2022 at 7pm. This would also be the Annual Meeting of the Parish Council.
