Fotherby Parish Council

 

Minutes of a meeting of Fotherby Parish Council held on Monday 5 August 2019 in St Marys Church

 

Present: Cllr T Giles, Cllr T French, Cllr L Sutton, Cllr T Hunter.

 

In attendance: Mrs V Davies (clerk), Cllr E Mossop (ELDC).

 

Fourteen parishioners were present.

 

1.Apologies for absence.

None were received.

 

2. Declarations of interest.

There were no declarations of interest.

 

3. To approve the Minutes of 1.5.19 and 18.7.19

Cllr Giles proposed, Cllr Sutton seconded, the Parish Council unanimously approved the minutes. Cllr Giles signed the minutes.

 

4. Roles and Responsibilities.

Councillors would lead on various roles and responsibilities.

 

Cllr Hunter – Countryside and Environment, including Allotments.

Cllr French – Procedures and Processes.

Cllr Sutton – Risk Assessment.

Cllr Giles – Finance and Planning in conjunction with the Clerk and Financial Officer.

 

5. Clerks Update.

Cutting of Trees – Bemrose Oaks. The clerk had contacted ELDC who advised the work would be carried out July/August. The completion of this work would be monitored.

Cutting back of Tree by the Winning Post. A report was awaited from a tree specialist. Action: Clerk to chase the report and request an estimate.

Storing of Documents. Cllr Hunter agreed to store the documents in the interim. Action: Clerk to verify which documents had to be retained.

A list of meeting dates/events would be emailed to Councillors. Action: Clerk.

6. Co-Option of Councillor

Notices had been published to co-opt 3 councillors. Parishioners were encouraged to join the Parish Council. The clerk confirmed that as the vacancies were due to the May election, if more than 3 applications were received, the Parish Council would vote on which applicants to co-opt. No parishioners had expressed at interest at this stage.

7. Finance


 

To Agree cheques for payment

Despite several visits to the bank the cheque book had still not been received. The Parish Council resolved that the Clerk would continue to chase the Bank for the cheque book. It was proposed (Cllr Giles) seconded (Cllr Sutton) and unanimously resolved that the following invoices be authorized for payment. As soon as a cheque book was available two signatories would sign the cheques.

WAVE - £13.85

East Lindsey District Council £48.50

Bank Mandate

The Bank Mandate had been completed and sent to the Bank. A cheque book was still awaited. Action: Clerk to go back into the bank and ask for an emergency cheque book.

8. Report from Countryside Access Volunteer

The Countryside Access Volunteer report was presented. This was emailed to councilors and published on the Parish Council website. A new map had been uploaded to the website together with a cycle route.

 

Updates:

2nd mow plus volunteer support is keeping all local Fotherby RoWs readily usable at this time of year

Section of permissive railway bridleway Fotherby Halt to Utterby now cleared with more width, by local landowner

Way now made by mow through crops, to avoid fallen tree on FP from Fanthorpe Lane  to Ackthorpe lane

Fallen tree now removed on the Utterby/Grove Farm to Covenham St Mary`s/The Gowt bridleway.

Utterby to Covenham FPs now mown, but need to await oil seed rape harvest to open up FP south of Chequers Farm.

Stile on FP Fotherby Common to North Elkington insecure. Still being pursued with LCC. Electric fence wire now underground

Uploaded PDF map now substantially updated with more detail on names and points of interest, etc.

Option to upload PDF of a local promoted  riding/walking/cycling circular onto the FPC website

LCC Countryside Services have placed a “tic” alert in latest CAV newsletter over the high season

The Parish Council thanked Mr. Presgrave for his efforts and requested him to continue with the reports.

9. Polices/Procedures Review Update

The Parish Council would do their best endeavors to adopt the Policies of the Previous Council. Some amendments would be required. Cllr Giles had reviewed all the policies and procedures. Cllr Giles would email his comments to councillors. Councillors were requested to review the policies and comment and suggest amendments by email. This would be an agenda item at the next Parish Council meeting.

10. Trees Footpaths

No further issues were raised.
