FOTHERBY PARISH COUNCIL
MINUTES OF A MEETING OF A MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 2 AUGUST 2021 IN ST MARYS CHURCH.
Present: Cllr T Giles, (Chairman), Cllr T Wait, Cllr T Hunter, Cllr C Chen
In attendance: Cllr E Mossop (ELDC), Mrs V Davies (clerk).
Five parishioners were present.
OPEN FORUM.
Thanks were given to a parishioner for cutting back the weeds at the bench at Allenby crescent.
The issue of weeds at the dock was raised (fence by the roadside and over the path). Action: Clerk to contract the contractor.
Cllr Mossop had been contacted by a resident regarding the planning conditions on the development at Brackenborough Arms and was looking into the situation.
94/2021. APOLOGIES FOR ABSENCE
Apologies were received from Cllr Sutton, Cllr A Hall (LCC)
95/2021. DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
96/2021. APPROVAL OF MINUTES OF 5.7.21.
Proposed Cllr Wait seconded Cllr Hunter that the minutes be approved. The Chairman signed the minutes.
97/2021. CLERKS UPDATE
The Clerk had contacted the contractor regarding weeds at Fotherby Dock. The issue would be resolved.
Photographs and videos of flooding in Peppin Lane sent to the clerk by Cllr Chen had been forwarded to Cllr Sutton and Cllr Mossop.
A complaint received from a Parishioner regarding the responses received at the Parish Council meeting in June had been forwarded to Cllrs. It was proposed that in future maintenance items will either be added to the list of tasks for the Village Handyman or added to list of tasks for volunteers. The clerk had sent the Parishioner details of how to complain if he wishes to take the matter further.
The VAT reclaim for £224.06 relating to VAT paid 1.9.20 to 31.3.21 had been submitted.

Cllrs noted the financial reports.
TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL PROPOSAL.
There were no further items of expenditure.
99/2021. TO RECEIVE AN UPDATE ON THE SCHEDULE OF VILLAGE MAINTENANCE.
Quotes had been requested from the handyman for repainting the seat at the dock and to repair and re-slat the seat at Allenby crescent. A Cllr had spare primer and a small quantity of various paints available which could be used on the bus shelters if a different colour is used for each bus shelter.
There was also an issue with the roof on the bus shelter at Style. This was being investigated.
100/2021 PLANNING
N/052/01571/21- GLEBE FARM, LITTLE GRIMSBY LANE, FOTHERBY, LOUTH, LN11 0UT, Planning Permission - To install and operate oil-fired drying kiln and associated oil storage vessel with bunding (County Matter Application)
The Parish Council agreed to submit the following response to ELDC planning.
“The Parish council question what procedures are in place to ensure they are not drying contaminated wood.”
101/2021.FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
Cllr Mossop who would progress the matter when further information was available.
102/2021 UPDATE FROM FOTHERBY COMMON WORKING PARTY
Mrs Chester had submitted aims and objectives and a timeline for the work at the common.
Mrs Chester had also been in email correspondence with the Forestry Commission and started to look at the criteria for grant applications. Signatures from the parish council would be required for grant applications and felling licenses. The parish council agreed that Mrs Chester and Cllr Hunter liaised on the process and that Cllr Hunter would sign the documents on behalf of the Parish Council. Any expenditure would be subject to prior approval at a Parish Council meeting.
Mrs Chester was given permission to replace the green oak bench with another which was in a better condition.
103/2021 LITTER STRATEGY
There were two litter bins in Fotherby (South Side opposite church Lane and also at Fotherby Top).
Cllr Chen had identified 7 potential bin locations.
Cordeaux Corner.
At intersection of Louth Road and Little Grimsby.
Peppin Lane by the Railway track or by the existing dog bin
Allenby Crescent
Church Lane by the Old Sunday School
Near Long Acre
Little Grimsby (although this was noted that this was not covered by Fotherby).
The council was requested to submit a risk assessment with the application.
The parish council noted that the Jubilee committee were planning litter picks.
104/2021 DATE of NEXT MEETING
The next meeting would take place on 6 September 2021 at 7pm.
