MINUTES OF A MEETING OF A REMOTE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 1 FEBRUARY 2021.
 
Present: Cllr T Giles, (Chairman), Cllr L Sutton, Cllr T Wait, Cllr T Hunter..
 
In attendance: Cllr E Mossop (ELDC), Mrs V Davies (clerk).
 
Four parishioners were present.
 
 
19/2021 CO-OPTION OF COUNCILLOR
 
This would be deferred until the next meeting.
 
20/2021 APOLOGIES FOR ABSENCE
 
There were no apologies.
 
20/2021. DECLARATIONS OF INTEREST.
None were declared.
 
21/2021 TO APPROVE THE MINUTES OF 4.1.21
Cllr Sutton proposed, Cllr Wait seconded, and the Parish Council unanimously approved the minutes OF 4.1.21. Cllr Giles would sign the minutes.
 
22/2021 APPOINTMENT OF VICE CHAIR
 
Proposed Cllr Giles, seconded Cllr Hunter that Cllr Sutton be appointed as vice chair.
 
23/2021 CLERKS UPDATE
 
The government advice is to continue to meet remotely
 
The clerk had asked for the pallets to be removed adjacent to the grit bins.
 
A letter had been sent to the owner of Fotherby Top Farm regarding the road. Cllrs determined that there were few cars which used the road for access. In addition the amounts of money required were greater than could be funded by the Parish Council. Cllr Giles would formulate a response to the owner of Fotherby Top Farm.
 
A letter had been sent to Parishioners thanking them for their previous work cleaning out the bus shelters.
 
There has been an incident of graffiti to the bus shelter. The clerk had investigated the situation regarding insurance claims. However a volunteer had repainted the shelter resolving the situation. Thanks were given to parishioners for covering up the graffiti.

Cllr Giles proposed, Cllr Hunter seconded approval of the expenditure.

Cllrs. noted the monthly financial reports.
TO APPROVE ANY OTHER EXPENDITURE SUPPORTED BY A SUCCESSFUL PROPOSAL
The purchase of wildflower seeds at the common would be discussed under item 31/2021. Cllrs approved the purchase of 500 Wildflower Seeds (£179.00 plus £5.99 delivery)

25/2021 UPDATE ON APPOINTMENT OF A HANDY PERSON
There were currently two applicants. This item would be deferred to the next meeting.
26/2021 PLANNING.
No planning applications had been received.
27/2021 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
Cllr Mossop would chase the flooding officer at East Lindsey District Council and report back.
 
28/2021 SPEED SIGN, SID RESPONSE FROM LCC.
Cllr Sutton had received a response. This issue had been referred to the Street lighting Department who would have to inspect the lamp column before any action could be taken.
 
29/2021 UPDATE ON TENDER FOR DOCK MAINTENANCE.
This would be deferred to the next meeting.
30/2021. ALLOTMENTS.
Discussion took place regarding the re-letting of an allotment to the next person on the list as it appeared it was no longer required by the current holder. Action: Clerk to send a letter stating would relet the plot within 14 days.
 
31/2021: UPDATE ON ACTIVITY AND WORK AT THE COMMON.
Footpaths had been relaid at the common using donated wood chippings. Thanks were given to parishioners for their work spreading the chippings. It was proposed to fund 500 wildflower bulbs 500 bulbs at a cost of £179 using the ring-fenced donation received by the Parish Council for the common. Proposed Cllr Sutton, seconded Cllr Hunter expenditure of £179 to purchase 500 wildflower bulbs. Mrs Chester would liaise with the clerk regarding the ordering of the plants.
 
32/2021. DATE OF NEXT MEETING
The next meeting would take place on Monday 1 March 2021
 
18/2021 DISCUSSION PERIOD – OPEN MEETING.
Thanks were given to the litter-pickers who had been tidying the village. Cllr Giles would put a thank you in the noticeboard.
The clerk will look at the cost of replacing the grit bin in Allenby crescent.
