Minutes of the Meeting of the Parish Council held on Monday, 7th January 2019 at St Mary’s Church

 

Present: Councillors Pridgeon, Cotterill, A Thompson, L Thompson, Odlin, Lane and Cllr Tony Bridges (LCC)

Four Parishioners were present.

Introduction: Cllr Pridgeon welcomed everyone to the meeting.

 

Public Forum:

There were no matters raised by Parishioners during the Public Forum.

 

1. Apologies

Apologies were received from Cllr David Buckley (ELDC).

 

2. Minutes of the Parish Council Meeting held on 5th November 2018 and Extraordinary Meeting held on 15th November 2018

The minutes from the previous and extraordinary meetings were agreed as a correct record. Proposed by Cllr Lane – Seconded by Cllr L Thompson.

 

3. Matters Arising from the Minutes

3.1 Highways (potholes) – for repair

Cllr Bridges reported that no reply had been received from A. Ratcliffe at Lincolnshire County Council, Highways concerning the pothole repairs. Action – Cllr Bridges to follow up.

  1. Highways (bus stop markings)

Cllr Bridges provided an update on progress. It was noted that the report concerning the contractors’ time schedule for completion of this work was still to be received. Action – Cllr Bridges to follow up – Clerk to also send reminder if required.

  1. Overhanging Trees – Public Byways and Pathways

The Clerk reported that Highways had completed the cutback of the overhanging trees.

  1. Dog Bins and North Elkington Lane Guard/Fence Rails

The Clerk confirmed that a report had been submitted to Highways regarding the dog bins at the end of Allenby Crescent and North Elkington Lane, both of which had now been repaired. It was noted that the work concerning the repair to the North Elkington Guard/Fence Rails was currently being investigated by Highways. Action – Clerk to monitor progress and report at next meeting.

3.5 Exercise of Public Rights – Update

Cllr Lane provided a report in response to parishioner queries raised at the last Parish Council meeting and subsequent emails concerning the Exercise of Public Rights Notice. It was stated that this had not been placed on the Noticeboard and Website ahead of the dates for inspection; correspondence to this effect had been sent to the parishioner prior to the meeting and within the 20 working days as required.

The Parish Council provided apologies and formally invited any parishioner wishing to inspect the 2018/2019 year accounts to contact the Clerk to arrange a suitable time and date. It was also stated that the Parish Council records and documents as per the ‘Model Publication Scheme’ (http://parishes.lincolnshire.gov.uk/Fotherby/) were available via the Clerk should parishioners require copies.

 

4. Accounts

4.1 Amounts Received

No amounts had been received in November and December 2018.

4.2 Invoices to Pay

As per the summary the following invoices for payment had been received:

Wave (Water for Allotments) £ 13.32

Parish Magazine Printing £ 68.20

Clerk’s Salary for November and December 2018 £350.64

TOTAL £432.16

4.3 Accounts Summary

Cllr Lane distributed the Accounts Summary and confirmed that there was a surplus of £2,268.00 to end November 2018 which includes election costs. It was expected that there would be a surplus remaining at the end of the financial year; this would be dependent on snow clearance costs.

 

5. 2019/2020 Precept and Budget

Following discussion a resolution was passed to submit budget number five with the precept form, which was signed off by the Chair. Proposed by Cllr Lane – Seconded by Cllr L Thompson. Action – Clerk to submit to ELDC by the deadline.

 

6. Grass Cutting and Dock Maintenance – 2019/2020 Costings

The following matters were raised and agreed:

Grass Cutting – A separate contract to be issued for the additional grass verge cuttings as per the Bush Landscaping quote; copy of insurance to be requested. This would be in line with the existing grass cutting contracts already in place until 2021. Action – Clerk to send letter and Contract.

Dock Maintenance – As this would be a new contract for the period from April 2019 to March 2021 three quotes would be requested from local organisations, a copy of the draft contact would be included (for information) with the invitation letters. Quotes to be collated for discussion and agreement by Councillors at the next Parish Council meeting. Action – Clerk to send out letters.

 

7. Bottle Bank Provision

Cllr Pridgeon reported that following a meeting, the Alms Houses did not wish a Bottle Bank to be sited on their car park. As there was no other site identified it was agreed that no further action be taken.

 

8. LALC Training – 2019 Calendar distributed

Councillor Training – Councillors provided feedback that the training session had been useful and beneficial, and that information provided would be utilised by the Parish Council. The training sessions also providing good networking opportunities with other Parishes and Councillors.

Data Protection Training – Councillors to let the Clerk know if they wished to attend this training, either with ELDC or through LALC.

It was agreed to pay the £75 annual training subscription to LALC upon receipt.

 

9. Countryside Access Volunteer

The Clerk reported on the latest update from the Countryside Access Volunteer. The following provides a summary of the points highlighted:

Local footpaths are in a good state of repair and passable.

A hole has appeared on permissive railway bridleway, 200m south of Ings Lane Bridge – marker has been placed, can be circumvented but has been reported.

Permissive railway bridleway, southbound from Fotherby Halt is not serviced by LCC Countryside Team – Little Grimsby Lane bridge is not a permitted access.

Wooden base of footbridges can be slippery – request put in for non slip mesh on all, however unlikely in the short term unless proving hazardous.

Walker feedback (6th January Louth Walk) requested as includes the Fotherby area.

Agreement to share updates with Utterby Parish Council.

Action – Clerk to update the Website pages accordingly.

 

10. Parish Council Website

Further to ELDC and LALC advice and circulation to Councillors for their review, a resolution was passed to agree and adopt the following policies and procedures:

Public Participation at Meetings Guide (January 2019). Proposed by Cllr L Thompson – Seconded by Cllr A Thompson, All Agreed.

Vexatious Policy (January 2019) – Proposed by Cllr Lane – Seconded by L Thompson, All Agreed.

Action – Clerk to continue to work on policies and procedures.

The Clerk provided an update on the new Web pages as follows:

Countryside Access Volunteer – pages had been uploaded to the website.

Neighbourhood Watch – had been agreed and required uploading.

St. Mary’s Church – was in process of being finalised for the website.

Action – Clerk to complete and Cllr Pridgeon to look at the possibility of including the Alms Houses on the website.

11. Correspondence Received

The Clerk presented a summary list of correspondence received for November and October 2018 to Councillors - synopsis as follows:

Parishioner Emails as follow up to public query at meeting of 5.11.18 re Exercise of Public Rights – Emails distributed to Councillors prior to meeting and item included on Agenda. Replies sent to Parishioner and update report provided by Cllr Lane as above (point 3.1).

Application for Funding Letter from CAB asking for Parish Council support – Clerk to respond that Parish Council cannot provide funding support.

Community Lincs, ELDC and LALC Newsletters – distributed for information.

NALC Salary Award Notification 7.12.18 – for Information, Committee meeting to be held.

Email from Cllr Cotterill received 11.12.18 re grants available – forwarded to relevant parties by Cllr Cotterill.

14.12.18 Email from Emergency Planning regarding testing of Community emergency text alert system – Cllr Lane responded as registered point of contact.

Letters received 15.12.18 re Lincolnshire Wolds Local Facilities Guide and BHIB Commercial Property Winter Checklist – for information.

Cllr Pridgeon phone call received from Ex Cllr Morgan-Anstee – the Chair thanked Ex Cllr Morgan-Anstee for her service and apologised that this had not been done sooner.

12. Planning

12.1 New Planning Application

Notice of plan to erect house and garage N/052/02323/18 – forwarded to Councillors who had no objections other than to confirm that the dwelling conformed to required increase of ground area. Clerk notified Planning accordingly (deadline before meeting).

12.2 Planning Application Updates

Extension Application N052/02032/18 – permission granted by ELDC.

Tree Preservation Order 0086/18/TPA – consent granted to fell tree with the condition that English Oak tree be planted in its place.

APP/D2510/W/16/3145061 – improvement to public highway to be completed as per application.

 

13. Councillor Elections 2019

A timetable for Councillor Elections was distributed by the Clerk. Following discussion it was decided that publicity material be prepared ready for agreement at the next meeting of the Parish Council; posters to specify that applicants will be required to include their electoral role numbers on completed nomination papers. Clerk to contact ELDC for Nomination Papers.
