MINUTES OF A MEETING OF A REMOTE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 4 JANUARY 2021.

 

Present: Cllr T Giles, (Chairman), Cllr L Sutton, Cllr T Wait, Cllr T Hunter..

 

In attendance: Mrs V Davies (clerk),

 

Five parishioners were present.

 

 

1/2021 APOLOGIES FOR ABSENCE

 

Apologies had been received from Cllr Mossop (ELDC) and Cllr Bridges (LCC),

 

2/2021. DECLARATIONS OF INTEREST.

 

None were declared.

 

3/2021 TO APPROVE THE MINUTES OF 7.12.20

 

Cllrs noted amendment to the minutes of 7.12.20. The report regarding the condition of the common had been from ELDC not from the Woodland Trust. The Parish Council had advised that St Edith’s Church was not included in the planning information published by ELDC. Cllrs agreed to not to amend this section of the minutes. Cllr Wait proposed, Cllr Sutton seconded, and the Parish Council unanimously approved the minutes. Cllr Giles would sign the minutes.

 

4/2021 APPOINTMENT OF VICE CHAIR

 

This matter was deferred until there were additional councillors available.

 

5/2021 CLERKS UPDATE

 

The clerk reported that government advice was to continue to hold meetings remotely.

The new website is up and running.

 

There are still some salt bins to fill. The clerk would ask for the pallets to be removed when all the bins had been filled.

 

Planning Application N/052/02224/20. A P Wold Pallets. Comments were due on 3.1.21. The clerk had submitted the following comment. “The Parish Council request that access be by vehicles loading or unloading pallets enter Long Acre via the northern junction of Louth Road and the A16 in order to mitigate noise and disruption to the Care Home in the centre of the village.”

 

The clerk had contacted the insurers regarding public liability for a contractor. The handy person would be covered by the councils Public Liability insurance for completing work instructed by the council.

Cllr Hunter, Cllr Wait seconded approval of the expenditure.


 

TO NOTE MONTHLY FINANCIAL REPORTS.

Cllrs. noted the monthly financial reports.

7/2021 TO APPROVE THE BUDGET FOR 2021/2022

Proposed Cllr Sutton, seconded Cllr Wait to approve a precept which is the same as the current year. Discussion took place regarding a notional increase and it was decided to keep the Precept as it stands of £7696. This was unanimously agreed by the Council. The clerk would send the precept form to ELDC.

8/2021 TO AGREE TO APPOINT A HANDYPERSON

An advertisement had been placed in the Keyhole and on the notice board. The handy person would be covered on the Parish Councils insurance. This would be an agenda item for the next meeting.

9/2021 PLANNING.

Planning Application N/052/02224/20. A P Wold Pallets. Comments were due on 3.1.21. 10/2021 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.

 

There was no progress. Action: Cllr Mossop to have a discussion with the drainage officer at East Lindsey District Council and report back.

 

11/2021 SPEED SIGN, SID RESPONSE FROM LCC.

 

Cllr Sutton would chase this up. This would be discussed at the next meeting.

 

12/2021 VERGE MARKERS CHURCH LANE.

 

The verge markers were now in place.

 

13/2021 GRASS CUTTING CONTRACT/TENDER FOR DOCK MAINTENANCE.

 

Bush Landscaping had agreed to continue with the grass cutting contract until 31.3.22. The clerk would ask Bush Landscaping if they wanted to quote for Fotherby Dock.

 

14/2021. FOTHERBY TOP ROAD.

 

Cllr Giles proposed that a letter be sent to Anthony Pridgeon regarding the fact that the majority of the traffic is farm traffic. The parish council would offer a nominal contribution with the clause that the Parish Council did not accept future responsibility for the road.

 

15/2021: TO DISCUSS A PLAN FOR IMPROVEMENTS AT THE COMMON.

 

Cllr Giles had put a notice in the next publication of the Keyhole with a brief history of the Common and asking for volunteers who were willing to work on the common to contact him.

 

16/2021. TO ARRANGE FOR SALT BINS TO BE TOPPED UP BEFORE THE FIRST FROSTS.

 

Once the salt bins had been filled, the clerk would ask Anthony Pridgeon to collect the pallets. A number of bins had been filled by a resident, who has been thanked.

 

17/2021. THE NEXT MEETING WOULD TAKE PLACE ON MONDAY 1 FEBRUARY

 

18/2021DISCUSSION PERIOD – OPEN MEETING.

 

A parishioner advised that downloading the agenda in the accessible format meant the agenda spread over 3 pages and asked if there was anything which could be achieved. The clerk would try to omit any unnecessary lines.

 

A resident considered that the common is well used by Parishioners.

 

The meeting was closed at 19.45.
