FOTHERBY PARISH COUNCIL.
Minutes of a meeting of Fotherby Parish Council held on Monday 7 March 2022 at St. Mary’s Church.
Present; Chair Cllr Giles, Cllr Sutton, Cllr Hunter, Cllr Wait.
In attendance: Mrs V Davies (Clerk), ELDC Cllr Mossop. LCC Cllr A Hall
Seven Parishioners present
The meeting began at 18:55 his with an open forum
 
A resident had been in touch with Cllr Mossop enquiring about resettlement relating to the Disaster Emergency. There is an opportunity to register to record willingness to provide accommodation at lincsreselttlementpartnership@n-kestevern.gov.uk
 
There had been an outstanding response to a collection of items for the disaster emergency organised by the Church. There would also be a coffee morning to raise funds on Saturday 12 March 2022.
 
18/22 APOLOGIES FOR ABSENCE

19/22 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
There were no declarations of interest.
20/22 Approval of the minutes of 7 February 2022.
The minutes would be updated to include the opposition made to planning application N/052/02607/21 LAND EAST OF MONTANA, INGS LANE, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TX. The minutes were approved with the additions noted. Proposed by Cllr Hunter and Seconded by Cllr Sutton and carried unanimously.
21/22 Clerks update.
Grass cutting tenders had been sought and one had been received.
The clerk advised on a pay increase based on the NALC salary scales from £12.73 per hour to £12.95 = £0.22 per hour x 18 hours a month = £3.96 per month. Therefore the monthly salary would increased from £229.14 to £233.10 per month. (an additional £3.96 per month). This increase was also to subject to back pay to April 2021. Back pay from April 21 to March 22 = 12 months x £3.96= £47.52 back pay. Cllr Sutton proposed, Cllr Hunter seconded and councillors unanimously approved the salary increase and payment of the back pay.
 
The clerk had logged an issue with a slippery bridge on the public right of way with the Footpaths Department at Lincolnshire County Council. Footpaths had responded that the matter would not be pursued.
 
There was no update on the request for a Traffic Regulation Order to prevent parking in the lay-by adjacent to Fotherby Care Home. The clerk had rung for an update and been advised that Traffic Regulation Orders were a lengthy process.
 
The Chairman had reported a damaged tree at the Dock to Highways. This would post danger to life on the footpath beside the dock, on the public parking area and damage likely to fencing and gate pillars. Reference Number 4171781. This had been addressed by highways immediately.
 
Fotherby Common
 
The grant of £919.65 had been received. There was also a commitment to fund tree felling from the remaining ring-fenced funding of £209.78
.
A parishioner requested additional 30 mph speed signs between North Elkington Lane and Wold View. It was proposed to obtain further signage. Cllr Giles would investigate the costings. Proposed Cllr Sutton seconded Cllr Waite and unanimously agreed by all councillors. The SID would be sent off for repair by Cllr Sutton.
Jubilee mugs were available at a cost of 1 box of 36 mugs for £266. (£5.38 each). Cllrs resolved not to purchase.
 
22/2022 MOWING/GARDENING CONTRACT RENEWAL.
Grass cutting tenders have been sent out to the existing contractor and another contractor. Another alternative contractor had supplied a quote of £4175. The clerk was requested to ask for references and health and safety information method statements from the alternative contractor. Cllr Hunter was requested to contact the existing contractor to ask about how we could agree contract renewal terms and prices.

Cllrs noted the Monthly Reports. Cllr Waite had verified the bank reconciliation.

There were no further expenditure requests.
 
24/2022 Jubilee Funding
 
It was proposed that the parish council made a donation to the Jubilee committee for Jubilee Celebrations. Cllr Giles proposed Cllr Waite seconded that a grant be made of £250 towards jubilee celebrations. This was agreed by all councillors. This grant would be made available when requested by the Jubilee Committee.
 
24/2022 PREPARATIONS FOR INTERNAL AUDIT
 
APPOINTMENT OF INTERNAL AUDITOR
 
The Parish Council resolved to appoint the same internal auditor as last year (J Cooper).
 
TO RATIFY FINANCIAL REGULATIONS
 
Proposed Cllr Sutton, seconded Cllr Hunter to ratify the existing financial regulations.
 
 
REVIEW OF ASSET REGISTER
 
Councils approved the asset register.
 
25/2022 PLANNING APPLICATIONS

 
To note
N/019/00045/22 BRACKENBOROUGH ARMS HOTEL, CORDEAUX CORNER, BRACKENBOROUGH, LOUTH, LN11 0SZ, Planning Permission - Siting of 4no. caravan lodges and construction of a 1m high earth bund.
N/052/00018/22 INGLEBY NOOK, PEPPIN LANE, FOTHERBY, LOUTH, LN11 0UW, Planning Permission - Erection of a detached double garage with an attached log store. Approved
 
N/052/02607/21 LAND EAST OF MONTANA, INGS LANE, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TX. Planning Permission - Erection of a storage building and alterations to existing vehicular access. Demolition of existing garage on site.
 
The Parish council had raised an objection but this had been recorded on the planning portal as a neighbour objection. Action: Clerk to contact the Planning department to change the status of the objection to a consultee comment. The clerk would also add the objection of the parish council to February minutes.
 
 
26/2022 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.
Cllr Giles had organised a meeting with Miss Nettle LCC and Anglian Water at 11am on Tuesday 8 March. He had advised her of a commitment made by the Assistant Director of Highways for the operation of CCTV equipment and jet washing in an effort to resolve the issue.

 
27/2022 TO RECEIVE UPDATE FROM FOTHERBY COMMON WORKING PARTY
The Parish council were requested to sign off the final documents relating to the funding from LCC. The documents were signed by Cllr Hunter.
The Parish council noted that there is a small amount of tidying and general maintenance required. In the late autumn the tree surgeon would fell tress in the second section. The Parish Council thanked the team for all their hard work.
28/2022 Litter strategy.

 
A parishioner had developed a litter strategy. Cllr Giles had been chasing LCC to enquire if there was a LCC litter strategy. The Parish Council noted that LCC were planning to outsource using CCTV to police the strategy. It was proposed to await the LCC litter strategy. The Parish Council resolved to instal a new litter bin at the bus stop at Style. The type of bin would be changed at Long Acre and the Dock (currently a dog waste bin). It was proposed that Cllr Giles would source one new and two replacements bins. Cllr Mossop has suggested that ELDC donate a new waste bin to FPC. Outcome awaited.
