Minutes of the Annual Meeting of Fotherby Parish Council with Parishioners held on Tuesday, 3 May 2022 commencing at 7:00pm in St Mary’s Church.
 
 
Present: Councillors Giles, Sutton, Hunter, Wait, Chen
 
In attendance: Alex Hall, LCC, V Davies (Clerk)
 
3 Parishioners were in attendance.

2. MINUTES OF THE ANNUAL MEETING HELD ON 4 MAY 2021
Minutes were checked and agreed to be a true and correct record of the meeting. Minutes were proposed by Cllr Hunter and seconded by Cllr Sutton. All in favour for the minutes to be signed.
 
3. PARISH COUNCIL UPDATE
Cllr Giles reported the following:-
 
 
Volunteers had been taking part in litter picking. The litter bins for dog waste could be used for any waste. The parish council had identified a location for another litter bin.
 
 
There had been previous discussions following complaints regarding speeding. The SID device had been moved but was now being repaired. When the device was repaired by the manufacturers this would be reinstalled. Parishioners were encouraged to report instances of speeding to the police.
 
A village handyman had been utilised but this arrangement is no longer in place.
 
 
The current grass cutting contractor was no longer undertaking gardening at the Dock. Consequently the gardening at the dock would be a community project in the future.
 
 
A grant of £919.65 had been received for Works at the common. Mrs Chester had liaised with Cllr Hunter. Thanks were given to Mrs Chester and the volunteers.
 
 
The road to Top Farm which provided access to the car park at the common required resurfacing. The Parish council had asked LCC Cllr Hall if funding was available. Currently these works were not priority. The Parish Council challenged how LCC had funded the changes to parking in Louth. Cllr Hall advised that grant money for levelling up had to be used for specific purposes and this had been used for the car parks in Louth.
 
FLOODING IN PEPPIN LANE
 
Cllr Giles, ELDC highways, LCC representative and Anglian water had attended to look at the issue. It had been identified that the issue was due to tree roots. It had now been found that there was an underground chamber. This matter was still under investigation as LCC had been in trouble with central government for completing repairs works which should have been completed under liperian responsibility. .
 
People Power
 
If residents are unhappy with a situation they are encouraged to contact their County and District councillors or write to their MP or Chief Executives.
 
PLANNING
 
The application for holiday lodges at Style is continuing.
 
A parking restriction order has been requested for the Parking in the lay-by adjacent to and opposite Fotherby Care Home..
 
TREES
 
The parish council had looked into planting trees around Fotherby. LCC had recently removed a fallen tree.
 
 
JUBILEE COMMITTEE
Mrs Hunter had sent a report.
 
Fotherby Jubilee Committee works with the parish council for the benefit of the community. Several events had taken place.

Auction to raise funds
 
There were plans in place for the Jubilee celebrations. Thanks were given to the parish council for sponsoring the hire of the toilets for the Jubilee Celebrations.
 
 
4. FINANCIAL MATTERS
The clerk reported that the carry forward is £7011.66. There is a high level of internal control and all expenditure is closely monitored by the parish council against the budgeted expenditure.
 
5. MATTERS RAISED BY ELECTORS
Discussion took place regarding the time scale for double yellow lines adjacent and opposite the care Home. A parishioner asked if the parish council was not allowed to put their own lines or pay to have them painted. These works have to be completed by LCC highways.
