MINUTES OF A MEETING OF A REMOTE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 2 NOVEMBER 2020.

 

Present: Cllr T Giles, (Chairman), Cllr L Sutton, Cllr T Wait.

 

In attendance: Mrs V Davies (clerk), ELDC Cllr E Mossop

 

Three parishioners were present.

 

 

116/2020 APOLOGIES FOR ABSENCE

 

Apologies were received from Cllr Hunter.

 

117/2020. DECLARATIONS OF INTEREST.

 

None were declared.

 

118/2020 TO APPROVE THE MINUTES OF 5.10.20

 

Cllr Wait proposed, Cllr Sutton seconded, and the Parish Council unanimously approved the amended minutes. Cllr Giles would sign the amended minutes.

 

119/2020 RESIGNATION OF CLLR FRENCH

 

Cllrs noted that Cllr French had resigned. Cllrs formally thanked Cllr French for all his work.

 

120/2020 APPOINTMENT OF VICE CHAIR

 

This matter was deferred to the next meeting.

 

121/2020 PROCEDURES FOR REMOTE CO-OPTION ONTO THE COUNCIL

 

The clerk reported that should a parishioner show an interest in being adopted onto the Parish Council, they are required to complete the Declaration of Acceptance of Office Form and Declaration of Interests form and post these to the Clerk. The clerk would organise sending the blank forms to the potential co-optee together with a Stamped Addressed Envelope. During a remote meeting, the Parish Council should formally vote the potential councillor onto the Parish Council and the clerk should then witness the Declaration of Acceptance of Office. The co-opted Councillor can then take part in the meeting.

 

122/2020 CLERKS UPDATE

 

The clerk reported that government advice was to continue to hold meetings remotely.


 

The clerk reported that the chairman continued to work on the website and liaise with LCC on the accessibility rules. The clerk would continue to add on the historic minutes and agendas onto the new website by the end of November 2020. It was a long process as all the documents have to be reformatted. LCC now longer provided support for the old websites and access to the old website was now proving difficult.


 

£388 had been received to reimburse VAT for the period 1.4.20 to 31.8.20. This sum takes into account the excess claimed at the previous VAT submission.


 

Bush Landscaping had agreed to continue the grass cutting contract for 12 months 1.4.21 to 31.3.22 at the existing rates. A Cox would not continue with the Dock Maintenance.

 

The 2021/2022 budget would be discussed at the December meeting. The clerk would work with the Chairman to prepare the budget documentation.

123/2020 PLANNING.

There were no planning applications.

124/2020 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.

 

There was no progress. Cllr Giles would walk around with Cllr Mossop after the lock down to review the situation. Cllr Mossop would make enquiries at East Lindsey District Council.

 

125/2020 SPEED SIGN, SID RESPONSE FROM LCC.

 

Cllr Sutton would chase this up

 

126/2020 VERGE MARKERS CHURCH LANE.

 

Cllr Sutton would source and install the verge markers.

 

127/2020 GRASS CUTTING CONTRACT/TENDER FOR DOCK MAINTENANCE.

 

The clerk reported that Bush Landscaping had agreed to extend the mowing contract for a period of 12 months from 1.4.2021 to 31.3.2022 at the current pricing. An extension of contract letter would be issued.

 

A Cox did not wish to continue the Dock Maintenance contract after 31.3.20. Cllr Giles would circulate the draft contract for the Dock. It was proposed that information detailing the work involved in Dock maintenance be advertised in the January Keyhole.

 

128/2020. FOTHERBY TOP ROAD.

 

Discussion took place regarding obtaining a quote to repair the road to an acceptable standard. Cllr Giles would contact contractors.

 

129/2020 CARRY OUT RISK ASSESSMENTS OUTSTANDING SINCE THE SPRING.

 

Cllr Sutton had reviewed the risk assessments. Any items raised would be resolved in the future after the lock down had finished.

 

130/2020: TO DISCUSS A PLAN FOR IMPROVEMENTS AT THE COMMON.

 

Cllr Giles had put a notice in the Keyhole asking volunteers who were willing to work on the common to contact him. There has been no response as yet. Repairs were needed to a step and a seat which would not be reviewed until after the lock down. This would be reviewed in the Spring. The seat had been repaired at the Dock. Thanks were given to the parishioner who completed the work to an extremely high standard.

 

131/2020. TO ARRANGE FOR SALT BINS TO BE TOPPED UP BEFORE THE FIRST FROSTS.

 

The clerk would contact Anthony Pridgeon to arrange for the grit bins owned by the Parish council to be filled.

 

132/2020. DISCUSSION PERIOD – OPEN MEETING.

 

Discussion took place regarding the improvement works at the common. It was suggested that information be included in the Keyhole detailing the type of work involved. It was also

suggested that a date/time to conduct work on the common be mooted and invite parishioners to attend and assist in undertaking work to be done. This is subject to a work plan which has yet to be developed.

 

A Parishioner advised that Fireworks will be let off in Peppin Lane on Thursday. This had been alerted on the Fotherby Community Page.
