MINUTES OF A MEETING OF A REMOTE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 5 OCTOBER 2020.

 

Present: Cllr T Giles, (Chairman), Cllr T French (Vice Chairman) Cllr T Hunter, Cllr L Sutton, Cllr T Wait.

 

In attendance: Mrs V Davies (clerk), ELDC Cllr E Mossop

 

Three parishioners were present.

 

 

97/2020 APOLOGIES FOR ABSENCE

 

There were no apologies for absence.

 

98/2020. DECLARATIONS OF INTEREST.

 

None were declared.

 

99/2020 TO APPROVE THE MINUTES OF 7.9.20

 

An amendment was made to the minutes, The proposed verge markers were in Church Lane not Peppin Lane. Cllr Wait proposed, Cllr Sutton seconded, and the Parish Council unanimously approved the amended minutes. Cllr Giles would sign the amended minutes.

 

100/2020 CLERKS UPDATE

 

 

The clerk reported that government advice was to continue to hold meetings remotely.

The clerk reported that the chairman continued to work on the website and liaise with LCC on the accessibility rules.

The LCC Countryside Access Volunteer was relinquishing his duties for Fotherby and the neighbouring parishes at the end of October.

The clerk had submitted a claim for £388 to reimburse VAT for the period 1.4.20 to 31.8.20.

Cllr Wait proposed, Cllr Sutton seconded approval of the expenditure.

Cllrs noted the monthly financial reports.

102/2020 PLANNING.

There were no planning applications.

103/2020 CLERK SALARY SCALES.

TO APPROVE THE UPDATED NALC SALARY SCALES.

 

The NALC salary scales had increased from £12.39 to £12.73 from 1 April 2020 which equates to £6.12 per month. Proposed Cllr French, seconded Cllr Giles to approve the increase as per the NALC salary scales.

TO APPROVE BACK PAYMENT AMOUNT AS A RESULT OF THE CHANGE IN SALARY SCALES .

Cllr French proposed. Cllr Wait second approval of the back pay from 1 April 2020. This would be paid in the November salary.

 

104/2020 ALLOTMENT HEDGE.

 

The allotment hedge had been cut back. The Parish Council thanked the allotment holder.

 

105/2020 FLOODING IN PEPPIN LANE AND ALLENBY CRESCENT.

 

Cllr Giles reported that he had spoken with an ELDC Officer regarding the flooding in both Peppin Lane and Allenby Crescent.

 

PEPPIN LANE

 

It appeared that the water course where the flooding occurs is blocked. This was observed following attempts at jetting the pipes. The blockage is reported to be on a property where the dyke has been filled in without an underground pipe being installed. Unfortunately the pumps in the pumping station were never designed to accommodate the volume of additional surface water caused by blocked or filled in dykes.
Remedies include:-
Enforcement Action against the householder where the dyke was filled in so remedial work can be carried out.
Higher flow pumps being installed.
A holding chamber being created which will store overflow until such time as the pumps can cope.

ALLENBY CRESCENT.


The flooding and effluent is unpleasant but apparently Anglian Water are able to argue that the result can be cleaned up and the area sanitised. If, however, the inside of a property was flooded or subject to effluent ingress, Anglian Water do not have to take action unless habitation is affected, and so far it is not believed that this has been the case.

 

Cllr Mossop questioned how long the flooding lasted. The flooding disappeared within a day. Cllr Mossop would investigate and liaise with Cllr Giles. This would be an agenda item for the next meeting.

 

106/2020 SPEED SIGN, SID RESPONSE FROM LCC.

 

Action: Clerk to chase up with Highways.

 

 

107/2020 VERGE MARKERS CHURCH LANE.

 

Highways had advised that they would not complete the work from the LCC budget. Cllr Sutton had looked into the costing for the parish council to install the verge markers. The verge markers were approximately £32 each. Cllr Giles proposed approval of the expenditure for 2 verge markers, seconded Cllr Hunter and unanimously approved by all Cllrs. Cllr Sutton would source and install the verge markers.

 

108/2020 TO OBTAIN GRASS CUTTING QUOTATIONS.

 

It was proposed to ask the current contractors if they would consider holding their price for a further 12 months. Action: Clerk to contact Bush Landscaping and A Cox. Proposed Cllr Sutton, seconded Cllr Wait.

 

109/2020. FOTHERBY TOP ROAD.

 

Cllr Hunter and Cllr Giles had met Russel Crockford at the site. Cllr Giles had chased up the situation with Cllr Marfleet and requested a follow up from Mr Crockford which has not been forthcoming. Action Cllr Giles to contact Cllr Bridges.

 

110/2020 REPAIR TO BENCH AT THE DOCK. FUNDS ALREADY APPROVED.

 

Cllr Giles had contacted the wood supplier. The situation was in hand.

 

111/2020 CARRY OUT RISK ASSESSMENTS OUTSTANDING SINCE THE SPRING.

 

It was proposed that each councillor would inspect one of the inspection areas. Cllrs were assigned the following inspections:-

Dock (Cllr French)

Bus shelters and water butts (Cllr Giles)

Seats and Benches (Cllr Wait)

Common (Cllr Wait and Cllr Hunter)

 

112/2020: TO DISCUSS A PLAN FOR IMPROVEMENTS AT THE COMMON.

 

Cllr Giles had put a notice in the Keyhole asking volunteers who were willing to work on the common to contact him. There no been no response as yet. It was proposed to establish which improvements were required by the parishioners. The situation would be reviewed after the risk assessments had been completed. The parish council would then formulate a list of ideas for improvements to the common. This would be an agenda item for the next meeting. It was noted that the Lincolnshire Wolds Countryside Service had previously provided a lot of advice regarding the common.

 

113/2020. TO ARRANGE FOR SALT BINS TO BE TOPPED UP BEFORE THE FIRST FROSTS.

 

It was resolved that the clerk would contact Anthony Pridgeon and highways regarding the filling of the grit bins.

 

Action: Clerk to contact Anthony Pridgeon and highways

 

114/2020. DISCUSSION PERIOD – OPEN MEETING.

 

An infestation of ivy had been reported at the bus shelter in Allenby Crescent. Cllr Giles would look into the issue when conducting the risk assessment.

 

A parishioner had contacted Anglian Water and the Environment Agency about debris/herbage on the holding tank at the top of Short Lane. This had now been cleared by the Environment agency.

 

115/2020 THE NEXT MEETING WOULD TAKE PLACE ON MONDAY 2 NOVEMBER 2020
