MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 1 JUNE 2026 AT 7.30 PM IN ST. MARY’S CHURCH

66/2026 APOLOGIES FOR ABSENCE
 
Apologies were received and accepted from Cllr N Hastings.
 
67/2026 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION
Cllr Mansfield declared an interest in item 69/2006 (request from Jubilee Committee) as he is a member of the Jubilee Committee.
 
68/2026 APPROVAL OF MINUTES OF 11.5.26
Proposed Cllr Ensell, seconded Cllr Hunter to approve the minutes of 11.5.26.
 
69/2026 CLERKS UPDATE
 
The Chair of Fotherby Jubilee Committee reported to the Council by letter, that LIVES who had supplied the defibrillators in the village, had advised that replacement defibrillator pads and other parts are no longer available. Consequently, the committee were concerned about the future provision of defibrillators in the village when the equipment reaches expiry date in August 2027. The Fotherby Jubilee Committee were currently fundraising for this purpose however they were asking if the Parish Council would take over the maintenance liabilities of the defibrillators in the future to make this more sustainable with the FJC donating monies towards this. At present one machine is outside Fotherby Care Home available 24/7 and another is in St. Mary’s Church.
Members briefly discussed this and were sympathetic to the need for continued provision of one defibrillator in the village. It was noted that no costs were included in the request from the FJC and that a cost profile, over say 3 years, would be needed before any decision could be made. Any provision could only be made from the new budget year 27-28. It was noted that budgets are normally agreed by December each year at the latest.
 
Cllr Hunter would request further information regarding potential replacement costs and ongoing costs. When further information was available the parish council would discuss the matter further.
 
Cllr Mansfield had made further enquiries with George Cartwright at LCC regarding the maintenance of the Fotherby Dock and was awaiting a response before we could discuss this further.
 
70/2026 MATTERS ARISING FROM ACTION PLAN/MINUTES
Cllr Ensell had updated the action plan. The bus shelter had been refurbished. The Chair gave members a photographic evidence sheet of the work carried out by our village volunteer. Our grateful thanks were offered to the parishioner who had completed the work.
 
71/2026 FINANCE
Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports.

72/2026 FLOOD RISK ITEMS
 
There were no further incidents of flooding to be reported and recorded on the flood log during the past month.
 
The flood record and associated reporting forms had been updated as part of the annual document control process. Updated documents had been published on the website.
 
Following a meeting with the landowner, a parishioner had started the task of mapping the ditches and dykes taking surface water commencing in Allenby Crescent. Hopefully tracing surface water flows throughout the village, recording these on a separate map, would allow the Council more information when considering all flooding and planning issues in the future. A new pipe had been put in a parishioner’s field. However this pipe is no longer visible. The parishioner had emailed Steve Ross the flood Officer at ELDC regarding this pipe and is awaiting a response.
 
The Parish Council noted that Anglian Water did not approve a recent planning application as the current sewerage system was at capacity and that a condition had been placed on the developer to provide an on-site foul water treatment unit discharging to surface water following treatment. This should have an impact on future planning applications for additional properties in the catchment.
 
73/2026 PLANNING APPLICATION

00770/26/FUL.Croft Bank Peppin Lane Fotherby Lincolnshire LN11 0UW. Planning Permission - Extension to existing dwelling to provide additional living accommodation.
 
 
Councillors considered the application and they had no comments.
 
74/2026 LITTER STRATEGY & FLY TIPPING UPDATE
 
Litter picking continues. Thanks were given to Cllr Ensell and the litter picking volunteers across the village and beyond.
 
75/2026 VILLAGE ASSETS
 
Evidence of poor parking close to a junction in the village was reported but this was a ‘one- off’ situation and no action would be taken.
 
Parking overnight restrictions at Fotherby Common: Cllr Mansfield would organise and erect some signs to see if this would solve the problem.
 
Speed restrictions. Cllr Mansfield had met with Graeme Butler of the Lincolnshire Speed Partnership to discuss various aspect of traffic movement throughout the village. He shared with members some ideas and suggested Council departments they could contact to obtain signs etc. Issues with a small number of speeding vehicles is something with which to approach our County Councillor. This is an area to discuss in future meetings.
 
Speed cameras on the bypass were discussed but LCC considered to be warranted. The question was raised about Horse Rider warning signs. Some indication is needed as to where these should be placed to make this effective. Cllr Mansfield to consider suitable locations
