MINUTES OF THE MEETING OF FOTHERBY PARISH COUNCIL HELD ON MONDAY 3 AUGUST 2026 AT 7.30 PM IN ST. MARY’S CHURCH

 

Present: Cllr Steve Mansfield (Chairman), Cllr Tim Hunter (Vice Chair), Cllr Kevin Ensell, Cllr Lee Sutton,

In attendance: Mrs. Viv Davies (Clerk), ELDC Cllr E Mossop.

Cllr Mansfield reported the following: -

 

A safety light had been fixed to the skip that had been placed outside ‘Westholme’, Main Road close to the double yellow lines following a report via a resident on LCC Fix My Street.

 

There had been some minor vandalism to no 1 bus shelter. This would be repaired as part of the routine maintenance of shelters. A note reporting this was placed on the Community site for awareness within the community.

 

88/2026 APOLOGIES FOR ABSENCE

 

Apologies were received and accepted from LCC Cllr N Hastings and Cllr Christina Chen.

 

89/2026 DECLARATIONS OF INTEREST – TO BE STATED IN ANY PROPOSITION

Cllr Mansfield declared an interest in any discussions regarding the defibrillator, item 92/2026.

 

90/2026 APPROVAL OF MINUTES OF 6.7.26

Proposed Cllr Ensell, seconded Cllr Sutton to approve the minutes of 6.7.26. Cllr Hunter signed the minutes.

92/2026 MATTERS ARISING FROM ACTION PLAN/MINUTES

 

Cllr Mansfield had contacted the chairmen at Ludborough and Utterby to try to arrange a meeting of village chairs. The focus of this meeting from Fotherby’s perspective will be flood risk and planning applications across the catchment linked to the performance of the connected sewerage system.

 

DEFIBRILLATOR

 

Information had been gratefully received from the Fotherby Jubilee Committee (FJC). It was reported that the battery & pads expire in August 2027, but that FJC had to purchased further defibrillator pads thus extending the life of the current defibrillator until October 2028 – unless it is used.

Annual costs are variable as each time the defibrillator is used the pads and battery must be replaced at a cost of approximately £202. If not used the battery/pads usually have an expiry date of between 3- 5 years. The village defibrillator has only been used once since it was installed.

The cost of a replacement model is currently around £1,155 + VAT (Feb.2026). The battery life of this modern model is 5 years. FJC would continue to raise funds for a new defibrillator however this is at risk as FJC are unlikely to hold larger scale events in future. Grant funding opportunities could be investigated.

Following discussion, it was agreed that the Council would take responsibility for the defibrillator for the benefit of the community from April 2027 and that an annual allowance will be placed in the budget to replace the current unit in the next 2-3 years on or before October 2028.

Proposed Cllr Ensell, seconded Cllr Sutton to adopt the maintenance of the defibrillator from April 2027.

 

93/2026 FINANCE

Cllr Mansfield had verified the bank reconciliation. Cllrs noted the financial reports. Cllr Ensell, seconded Cllr Hunter approval of the cheques below.

Discussion took place regarding expenditure agreed within the budget namely

 

An additional Keter sandbag store + additional sandbags, splitting the contents of the sand already in our original Keter into smaller, more manageable bags which are easier to handle and deploy.

Speeding measures as discussed in 98/2026.

 

94/2026 FLOOD RISK ITEMS

 

There were no further incidents of flooding to be reported and recorded on the flood log during the past month.

 

Cllr Mansfield had raised the issue of the risk of flooding at Fotherby Dock with LCC. LCC had advised that their primary concerns were regarding drainage and safety and that aesthetic concerns were not a matter for their consideration.

 

95/2026 PLANNING APPLICATION

Ref. No: 00885/26/RVC. Section 73 application to vary condition 2 (approved plans) previously imposed on N/052/02126/21 for change of use of the land for the siting of 18no. static caravan/lodges (for holiday purposes only).

 

The clerk had received a response from Planning Liaison at Anglian Water. Their obligations under the Water Industry Act, Anglian Water would not be able to refuse a connection for the lodges if they requested a connection via a Section 106 application, regardless of any capacity constraints. Anglian Water could not find record of previously stating or recommending that foul water should be discharged other than via the mains sewer networks.

 

Mawers Farm Peppin Lane Fotherby Lincolnshire LN11 0UW: Ref. No: 00979/26/FUL - Extensions and alterations to existing dwelling, which is a listed building to provide additional living accommodation. This was still under consultation from the heritage association as this is a listed building.

 

Land Off Allenby Crescent Fotherby Lincolnshire. Ref. No: 00882/26/FUL. This application was still under consideration and there was no decision yet.

There was no decision. The Parish Council noted comments from LCC archaeology that are listed on the portal

  • Due to the geometry of Allenby Close a construction management plan has been requested

  • LCC Archaeological have recommended that the applicant submits, prior to the application, a Heritage Impact Assessment (HIA) for the site which should also include the results of a geophysical survey.


 


 

96/2026 LITTER STRATEGY & FLY TIPPING UPDATE

 

Litter picking continues across the village and nearby lanes to maintain standards. An instance of fly tipping outside the village was reported to ELDC Team. A response had been received from Cllr Brookes following a letter sent from FPC regarding the risk of increase of fly tipping in and around Fotherby should there be an implementation of an appointment system for the Louth Recycling Centre. The reply was neutral confirming the proposal at Lincoln Recycling Centre remained subject to consultation, but that Louth Recycling Centre was considered a high performing site in delivering customer service to residents.

 

97/2026 VILLAGE ASSETS

 

The annual safety & condition inspection would be conducted in the coming weeks

 

Fotherby Dock

It was noted that following e mails with LCC, it was confirmed that FPC had no role in maintaining the capacity or content of the Dock. See note in 94/2026. It was noted that the garden around the drainage basin should continue to be maintained as a valued asset in the village centre. A gardener will be sought as there is provision within the budget. In addition, a grant for £300 had been awarded for the upkeep of the Dock. Cllr Mansfield would seek advice from a resident on finding a suitable and recommended gardener. It was suggested to employ a gardener for 3 hours a month for 6/7 months.

 

Allotments

 

Discussion took place regarding the condition of allotment 1 and 4 which are no longer tenanted, and the allotment hedges adjacent to Mawes Farm and those around the untenanted plots. Councillor Mansfield would find a contactor and obtain prices to carry out this specific work after end September when the bird nesting season ends.

 

98/2025 SPEEDING.

The following information was handed out to members for consideration.

 

Councillor Mansfield had met with Graeme Butler from the Road Safety Partnership regarding speeding in the village. The following suggestions were discussed: -

 

A. Introduce a 40mph speed restriction as vehicles leave A16 and travel northwards towards the village. As they enter Fotherby, vehicles would then reduce the speed from 40 mph to 30 mph and not 60 mph to 30 mph thereby increasing the chance of compliance with the 30mph speed limit within the village.

 

B. Extend the new 40 mph limit along A16 all the way past the southern entrance to Fotherby supporting the change proposed in A above.

 

C. Introduce a 30-mph limit leaving the A16 past the Brackenborough Arms until the road meets Main Rd improving safety along a single-track road which is a residential area.

 

D Replace the 50-mph speed limit south of Utterby on the A16 with a 40-mph limit past the Fotherby junction north to provide more consistency for A16 traffic travelling south and to lessen risks at the junction for buses, farm machinery and residents alike

 

D. Suggestion of placing average speed cameras along Fotherby bypass where 2 bridleways/footpaths cross the A16 to calm down racers at this stretch. The parish council noted there had been a fatality at the North Elkington junction last year.

 

E. To seek permission to attach 4 x”20 is Plenty” signs in the village centre (2 each way) between Short Lane and Allenby Crescent south to encourage lower speeds (in budget)”.

 

F. To seek permission to attach 2 x horse warning signs in village centre (in budget).

 

Cllr Mansfield will draft a letter to LCC Highways (Kyra Nettle) requesting these measures be given proper consideration and Cllr Sutton would prepare a map to confirm the location of measures A to D above.
